Assemblyman Scott Wilk introduced the Identity Confirmation Act to give law enforcement the tools to fully confirm a motorist’s identity, which plays a key role in protecting the public.
AB 346 will require a motorist, who is lawfully detained in a traffic stop, to present his or her full face to a law enforcement officer as a part of the identification process. Verifying ones identity is a necessary component in traffic stops. Current law states that a motorist must present law enforcement with a driver’s license or “satisfactory evidence of his or her identity for examination” when pulled over for a traffic stop.
“Keeping our law enforcement officers safe on the job needs to be a top priority and I believe this bill is a first step towards achieving that goal,” said Wilk, R-Santa Clarita.
The idea for the bill was brought forth by former Simi Valley Police Officers Association President, Chris Coulter who stated:
“Under current law a person is not required to reveal their face as a form of positive identification. This can cause delays in proving the true identity of the individual and possibly result in the misidentification of a subject. The only recourse currently available is to take an extended period of time to try and convince the detained person to reveal their face voluntarily and failing that, book the subject into jail where the covering will be forcibly removed. All of this can take hours whereas if the law were clear and unambiguous that revealing the face were a requirement, the process can be expedited. The police have a responsibility to assure that they correctly identify a person placed in legal jeopardy due to a citation or an arrest. This law will help assure that the identity of an individual is confirmed before someone is placed at risk and an officer is not unnecessarily delayed trying to process an arrestee.”
The 38th Assembly District encompasses Simi Valley, the northern section of the San Fernando Valley and most of the Santa Clarita Valley.

IMHO, this is a load of BS! Can’t this guy think up something a little more worthy of wasting valuable time and resources on? Not to mention taxpayer dollars. And when did it become ordinary and acceptable to us as a society and as individuals that being LAWFULLY detained during routine traffic stops is placing us at RISK? Risk of what, exactly? Law enforcement officers who can not control their short-fuse tempers?

I think not. It just gives them another excuse to put their hands on us. Instead, have them use the social security numbers we will all soon have forcibly tattooed on our forearms. It worked for the Nazis.

So, one guy who used to represent cops in the metropolis of Simi Valley convinced his Assmblyman that this is a badly needed tool for police officers throughout California?
Let me see now; that means this change will be targeting:
1. People dressed for Halloween
2. People in makeup that the officer determines cannot be positively identified until the makeup is removed
3. People who have been bandaged in the facial area by a doctor
4. People wearing hoodies
5. People with Duck Dynasty beards*
6. People with prescribed over-size dark glasses after cataract surgey
7. Raider fans on the way to the game
8. Anyone wearing a veil (brides, mourners, etc)
8. And anybody wearing a Burka.
Way to go Scott! And by the way, nice touch ditching the standard inclusive “his” and going all equal opportunity.
