Carey Ranch

DATE:  Tuesday, August 02, 2016

TIME:  9:02 p.m.

LOCATION:  31500 Block of Castaic Road, Castaic

SUSPECT:  Male Adult

UNIT:  Homicide Bureau – Lieutenant Mendoza

NARRATIVE:

Los Angeles County Sheriff’s Department Homicide Bureau detectives responded to a Deputy-Involved shooting that occurred at the 31500 block of Castaic Road, on Tuesday, Aug. 2, at approximately 9 p.m.

According to investigators, deputies attempted to stop the suspect after they recognized him from previous interactions and knew he was on probation for a narcotic violation. When the suspect fled on foot, deputies followed him and eventually made contact with him. It was at this time that a Deputy-Involved Shooting occurred.

The suspect, who has now been identified as William Bowers, a 51 year-old male White adult, was struck by gunfire in the upper torso and was pronounced dead at the scene.

No deputies were injured during the incident.

The investigation is on-going.

There is no further information available at this time.

Whenever a Deputy Involved Shooting occurs involving Los Angeles County Sheriff’s deputies and it results in the wounding of a suspect, multiple independent investigations immediately begin at the scene.  These include separate investigations by the Sheriff’s Homicide Bureau and Internal Affairs Bureau.  The Los Angeles County Sheriff’s Department immediately notifies the Office of the Inspector General who sends a representative to the incident scene and provides independent oversight throughout the investigative process.  Once concluded, every aspect of the shooting is reviewed by the Sheriff’s Executive Force Review Committee.  The Office of the Los Angeles County District Attorney also participates in the investigatory process and conducts a legal analysis of the shooting.

Anyone with information about this incident is encouraged to contact the Los Angeles County Sheriff’s Department’s Homicide Bureau at (323) 890-5500.  If you prefer to provide information anonymously, you may call “Crime Stoppers” by dialing (800) 222-TIPS (8477), or texting the letters TIPLA plus your tip to CRIMES (274637), or by using the website http://lacrimestoppers.org.

Ralph Green…. Heard he was a junkie. Hmmmm. Did he ever do anything to you or your family? Did you know him personally? He was having finacial problems but was a amazing man. I saw him everyday and he always made sure me and my girls were safe. I am not a junkie and wouldnt allow a junkie around my family. Rumors is the wrong way to post anything about him if you didnt know him. He was harrassed on a daily basis by the cops and never once did he try to run or make any kind of threats to them. My friend was with him when this happened and made it clear that the officer had no right to kill him cause he was no threat. His name is Bill and he has family and friends that love him so please dont comment anything rude or rumors.

  21. Richard says:

Awesome town is/was created as a moniker to ‘Valencia’ not Santa Clarita and Castaic is not apart of SCV. Please get your facts straight if you’re gonna post something or you just make yourself look dumb.

  22. Let me guess his Latino or black cops are gonna square of with black n color people after them blacks sniped cops..

    • What are you talking about man?

    • Bills Brother says:

White. Its not so much a race issue as it is a class issue. Poverty stricken areas have a heavy police presence. Regardless of the race they are to quick to shoot first and ask questions later. It just happens to be Latino and African Americans in this area the most. We need class equality in this country and our police to change the macho “us against them” attitude.

    • Actually He’s white…next theory please? You sound ridiculous

  23. Some really stupid sounding people on this site…

  24. so cal guy says:

Awesome town comments, people tagging their entire friend list, wanna be detectives and wanna be counselors all on this site without having seen this incident take place, without knowing the facts of what happened before the news got hold of the story. Most of the info on this came from a witness. Agree it does not look good based upon the short story (unarmed, walking away, gets shot) that does not look good. Lets see how the long story goes once we get “all” the facts and hear both sides to the story.

  25. Mark Taley says:

Well, law enforcement now a days have itchy trigger fingers. The sheriff’s dept has had a lot of corruption. The ex top cop Baca was going to jail, another top cop is in jail.

  26. Nadiya Littlewarrior says:

    ?????

  27. George Bills George Bills says:

Seems to me the cops are getting trigger happy for no good reason…

  28. I saw the whole thing go down as I was driving by. The cop pulled over in front of the semi truck with lights on and jumped out with gun drawn. He yelled at the suspect “get on the ground!” And immediately shot him in the stomach. The guy hit the ground. No gun or knife in site. Now I don’t know why the cop felt like he had to use leather force but maybe he saw a gesture that I couldn’t see and acted on it. As far as what I witnessed, it looked like excessive force to me.

  29. What the cops say stop and you don’t stop then you deserve to get shot plain and simple English….. only guilty people run

  30. I love how so many people can make assumptions or accusations on something they literally know nothing about.

  31. Rest in peace my brotha bill you were a great man always so generous made shure everyone was okay before you made shure you were okay always made shure I had a smile on my face no matter what he had to do you will be truley missed bill life will never be the same without you,you deserve so much better

    • Jasmine Viel Jasmine Viel says:

  34. Destinee Gossman says:

This man was my uncle. I’m asking respectively that you all mind your business. My family is grieving and it does not help having these rude comments posted where everyone can see them. No one knows the full story yet, investigations are still going on so it would be kind of you all to stop spreading these hurtful allegations.

  35. Jim says:

Rest in peace brother. Another innocent man abused and murdered and this is a fact Castaic and Santa Clarita Sheriff Department break every rule and law and nobody ever says anything. There’s a few dozen homeless people wandering around in Castaic they’re constantly harassed and their rights are violated if you wear a backpack and you’re walking down the streets of Castaic your pulled over and searched. I can go on and on about the sheriff’s department and there illegal searches off the 5 Freeway is daily. Nobody I mean nobody ever questions or says anything

  38. Why did they kill him? So sad?

  39. Using rubber bullets was an option they should have used….

  40. Hailey says:

How could this happen? This is so terrible!

  41. Hailey says:

People need to be sharing this story all over !!

  42. No pongo que me gusta porque no estoy de acuerdo con los desgraciados policías rasistas que ay en castaic lo dijo y lo sostengo

  43. Coral's Mom says:

THe deputy who shot the gun at Bill was supposed to give a “statement” on THur (8/04). Okay, well Thursday has come and gone now. Has anyone heard ANYTHING further about the investigation(?), and/or the statement given by the deputy and his account of what happened during this incident (that occurred around 9pm on Tues (8/02)? Bill was shot one time in his “upper torso”. One shot from one deputy, yet we still have not heard this deputy’s side of the story. Why did they wait almost 36 hours before taking this deputy’s statement?? He fired his weapon, the bullet hit Bill in the chest, killing Bill…and for two days no one questions the individual who pulled the trigger of the gun that ENDED another person’s LIFE?? ????????????

The 76.6-mile-long Antelope Valley Line has the third-highest ridership in Metrolink’s system with an estimated average of 9,000 passengers daily. However, the uneven terrain and single-tracking along the line in some areas forces trains to travel at a slower speed which results in an estimated travel time of approximately one hour between Santa Clarita and Union Station.
