In an effort to quit throwing good money after bad, the California Student Aid Commission announced this week it is removing 154 colleges and trade schools from the eligibility list for Cal Grant loans.

The Cal Grant program is the state’s administration of federal student loans.

Charter College in Canyon Country and ITT Technical Institute in Sylmar are among the campuses rendered ineligible. So, too, are the University of Phoenix, University of Antelope Valley and the Art Institute of L.A. (aka Argosy University).

Targeted were schools with a high percentage of students receiving loans, and a high default rate.

Under new standards set by the governor and Legislature, to remain eligible, schools where more than 40 percent of students receive federal aid must have a default rate of 15.5 percent or less, and a graduation rate of 30 percent or greater.

At Charter College’s Canyon Country campus, half of the students had loans and 34.37 had defaulted within three years. At ITT Tech in Sylmar, 87 percent had  loans and 22.37 percent were in default.

“The best way to protect students, parents and taxpayers is to make sure Cal Grants help students get into solid programs that deliver proven educational and career value. Eliminating schools with high loan default rates and low graduation rates is a sensible way to do that,” said Barry Keene, chair of the California Student Aid Commission.

The schools that fell off the list included private nonprofit and for-profit institutions.

A total of 289 schools remain eligible, and the commission expects to make 350,000 new loans this year.

All 10 UC campuses, all 23 CSU campuses and all 112 community college campuses continue to qualify. College of the Canyons students had a three-year default rate of 17.5 percent, but only 3 percent of its students received federal loans in the 2008 benchmark year.

Those 3 percent might feel a bit short-changed this year, though. The state said it’s capping individual community-college student loans at $1,473, compared to $1,551 last year.

Public college officials say there’s a growing effort to divert funds away from institutions with a high number of student loans and a high default rate.

They point to a U.S. Senate report released this week titled, “For Profit Higher Education: The Failure to Safeguard the Federal Investment and Ensure Student Success.” The report shows that in 2010, the for-profit colleges studied spent 22.7 percent of their entire budget, or $4.2 billion, on marketing and recruiting; and  they employed 35,202 recruiters versus just 3,512 instructors and 12,452 support staff.

“California is the first state in the nation to set higher institutional standards than the benchmarks established by the federal government for its grants and loans,” state Commission Chairman  Keene acknowledged.

“At a time when California is prioritizing how limited taxpayer funds are spent,” his statement said, “the Legislature and the governor established the new standards to direct Cal Grants away from programs that leave students with massive amounts of student debt and little hope of graduating or finding employment.”

Ineligible Cal Grant Schools for 2012-13
Cal Grant participating colleges, universities, and career technical schools must meet various eligibility requirements in law to be able to receive Cal Grants. Among those are two new requirements recently enacted in 2012-13.
1. Schools must keep their federal student loan Cohort Default Rate (CDR) below 15.5%.
2. Schools must keep their graduation rate above 30%.

The schools on this Ineligible Cal Grant School list did not meet one or both of the requirements above for the 2012-13 academic year.
