Nicollette Amber Lucia
A mentally impaired Canyon Country woman who’d gone missing in January and was found outside of California has been missing again for the past month.
Nicollette Amber Lucia, 25, was last seen leaving her residence on Neff Court on Saturday, Aug. 9, at 11 p.m. Her family is very concerned because she suffers from diminished mental and cognitive capacity, severe autism, border line personality disorder, and is easily manipulated. Lucia has been known to frequent the Sylmar and Lancaster area.
The woman was last seen wearing black shorts and a black T-shirt. She is described as 5’03”, 135 pounds, brown hair, hazel eyes, and has significant upper and lower crooked teeth.
She has also been known to go by the aliases:
Lucia, Nicollette Amber
Webster, Nicole
Webster, Monique Angela
Anyone with information about the missing person and/or her whereabouts is encouraged to contact the Los Angeles County Sheriff’s Department’s Homicide Bureau at (323) 890-5500. The Homicide Bureau investigates missing person reports.

So why haven’t we heard about this earlier ?
Because you can’t report an adult missing for a long time. Even if they are mentally ill.
I ran into this problem. They are a voluntarily missing person for a long time even with the mental illness.
That’s not true. You can file a missing person report within 12 hours if they have health issues.
Her parents need to get legal guardianship, if she has this many disabilities. Why is this coming out now, this should have been put out a LONG time ago. Hope she is found safe.
We reported first thing upon waking up and finding her gone. We also have her conserved…but police have not been educated about conservatorships and misunderstood the legal document. After multiple conversations and a discussion with the LA County Public Guardians office, they have agreed to finally step up their involvement. Thank you for your concern.

We did report her missing the moment we woke up and found here gone, with sheets hanging out the window. We also have her conserved, however the police are not educated in conservatorships and have delayed the increased work on the case due to their misunderstanding of our legal document. After many calls to them and a call by us to The Public Guardian office, the police have agreed with us on the wording on the document and are not putting more effort into the search. It’s unfortunate because this information should have been put out immediately due to her severe special needs. Thank you to everyone praying for her safe return.

I don’t think a diminished mental capacity is considered a “health issue”. You don’t need medicine or anything because you are “slow”.
Bet that as it may, I pray she returns home safe and quickly.
Has anyone thought that she really doesn’t want to ‘be home’ but somewhere else? Unpopular thought. I know. Don’t be so quick to dismiss.
Yeah i don’t want ever happened to the good girl we knew from basketball it’s pretty sad she needs a lot of help I do miss her nice talks too I hope she doesn’t get into a lot of stuff why she gone but it will be sad if she does

Cognitive disability isn’t all that was listed. She has a mental disorder and is easily manipulated as a child would be. You wouldn’t allow a child to be out in the world alone. The same goes for someone who is mentally of the age of a child, as in dimentia. The young and the old or those that are mentally of those ages are to be protected by society.
