A man arrested Friday after he was accused of taking pictures of a woman in a Target changing room was released Monday, after the District Attorney’s Office declined to press charges.
“Our office declined to press charges pending further investigation,” said Greg Risling, a spokesman for the D.A.’s office.
Ricky Alexander Torres, 21, was placed under a citizen’s arrest Friday, after a woman accused him of taking pictures of her in a Target changing room.
On Monday, there was no case filed due to a lack of sufficient evidence.
Torres was arrested around 6:45 p.m. Friday in Target on the 19100 block of Golden Valley Road, after the alleged female victim reportedly caught him taking pictures and notified store employees, officials said.
Torres was placed under a citizen’s arrest by the alleged victim, detained by Target loss prevention officers and then booked at the Santa Clarita Valley Sheriff’s Station, according to Sheriff’s Station officials.
Torres was booked on a charge of disorderly conduct, according to Sheriff’s Station officials.
Torres has a previous conviction for a violation of Penal Code section 647(A), which is a disorderly conduct charge, on March 20, 2013, according to Los Angeles County Superior Court records. He was sentenced to 30 days in jail, according to Sheriff’s Department arrest logs.
The California Penal Code description of 647(A), concerns anyone “who solicits anyone to engage in or who engages in lewd or dissolute conduct in any public place or in any place open to the public or exposed to public view.”
No additional information about the prior conviction was available Saturday, according to Jean Guccione, spokeswoman for the Los Angeles County District Attorney’s Office.

Meaning she dropped the charges and/or the DA didn’t have enough evidence to charge him. So they’ll just wait until he screws up BIG time and get him then.
