Staff recommendation before the Board of Supervisors Tuesday, Oct. 20, 2015:
This action is to approve a change in work and the increased contract amount for a construction contract for State Route 126/Commerce Center Drive Interchange in the unincorporated community of Castaic.
IT IS RECOMMENDED THAT THE BOARD:
Find that the requested change in work related to construction of a cast-in-place, prestressed reinforced concrete bridge, asphalt concrete pavement, Portland cement concrete pavement on base material, reinforced concrete barriers, soil-cement bank stabilization, drainage facilities, traffic signals, intelligent transportation systems; with an increase in the construction contract amount of
$556,000; will have no significant effect on the environment and approve the change and increased contract amount for Project ID No. RDC0014507 – State Route 126/Commerce Center Drive Interchange; for revising pavement structural sections in the unincorporated community of Castaic, performed by C.A. Rasmussen, Inc.
PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
The purpose of the recommended action is to obtain approval from the Board for the change in this construction contract in support of the timely completion of the project while avoiding delays and the potential for claims.

Enclosed for the Board’s approval is a description of change in work, the necessary time extension, and the cost which is in excess of the Director of Public Works’ delegated limit required to complete the project.
Implementation of Strategic Plan Goals
The Countywide Strategic Plan directs the provisions of Operational Effectiveness/Fiscal Sustainability (Goal 1) and Integrated Services Delivery (Goal 3). Approval of this change will provide improved infrastructure to better serve the public and enhance the quality of life in the affected community.
FISCAL IMPACT/FINANCING
This change in work will have no impact to the County General Fund.
Project ID No. RDC0014507, with an increase in the construction contract amount of $556,000, is included in the Fifth Supervisorial District’s Transportation Improvement Program in the Road Fund Fiscal Year 2015-16 Budget.
If this change in work is not approved, contract completion will be delayed and increased costs incurred.
FACTS AND PROVISIONS/LEGAL REQUIREMENTS
The contract for the construction of this improvement was awarded on April 30, 2013, to a contractor with the lowest responsive bid in accordance with the State Public Contract Code and the Board’s directives.
ENVIRONMENTAL DOCUMENTATION
This change in work as described above and in the enclosure does not change any conditions which resulted in the original environmental findings.
CONTRACTING PROCESS
The contract provides that the contractor be compensated for the work resulting from a change to the original plans and specifications or changed conditions encountered during the course of construction. The cost is based on contract unit prices, time and materials, or negotiated under the provisions of the contract specifications. The method for arriving at the cost of the change is included in the enclosure.
IMPACT ON CURRENT SERVICES (OR PROJECTS)
Approval of the requested change by the Board will ensure the timely completion of work under the contract and result in complete and usable facilities.

Project Description:
Construction of a cast-in-place, prestressed reinforced concrete bridge, asphalt concrete pavement, Portland cement concrete pavement on base material, reinforced concrete barriers, soil-cement bank stabilization, drainage facilities, traffic signals, intelligent transportation systems, and the performance of other appurtenant work.
Change in Work:
Revise pavement structural sections $556,000.00 Description of Change:
Due to the unavailability of suitable material at the mandatory borrow site, it is necessary to revise the structural section for hot mix asphalt pavement for the roadway widening, shoulders, and ramps. A portion of the change in work was previously approved under delegated authority in the amount of $180,000 to stabilize the subgrade. In order to complete the work, an additional 556,000 is needed. This exceeds the Director’s delegated authority limit and requires the Board’s approval.
The cost for this work is based on Section 3 of the contract specifications. No additional working days will be required because of this change.
Financial Information:
Sufficient funds for this project are included in the Fifth Supervisorial District’s Transportation Improvement Program in the Road Fund Fiscal Year 2015-16 Budget. The Road Fund will ultimately be reimbursed with Westside Bridge and Major Thoroughfare Construction Fee funds as fees are collected.
