The County of Los Angeles Department of Animal Care and Control (DACC) has received a 2017 Achievement Award from the National Association of Counties (NACo). NACo recognized DACC as Best in Category for County Administration and Management in response to the DACC submittal for the program titled “Plain Language Animal Ordinance.” This revised ordinance is the result of a two year collaboration with the Office of the County Counsel.
The Los Angeles County Code Title 10 Animal Ordinance is the key enforcement tool for protecting public health and safety regarding animals and regulating the keeping of animals for their safety and protection. Portions of the ordinance dated back to the mid-1900s and included language that is not commonly used or understood. Additionally, as the ordinance was added to over the years, it became more difficult to understand with multiple layers of increasingly complex words and phrases. It also contained unnecessary redundancies with State law and was not current with new Federal laws regarding the Americans with Disabilities Act (ADA). The award-winning program cut through the clutter and “lawyer-speak,” reducing the size by almost a third and using more conversational “plain” language.
“The Department of Animal Care and Control thanks NACo for recognizing our efforts in providing a streamlined, thorough, and easy to understand animal control ordinance for the residents of Los Angeles County. We hope this ordinance will serve as a model for other jurisdictions who wish to provide the same benefits to their communities,” says DACC Director Marcia Mayeda.
DACC is pleased to have completed the update of Title 10 and trust that the changes will help our staff and the public with a better understanding of local law as it applies to the keeping of pets.
