Los Angeles County sealThe Los Angeles County Board of Supervisors will address issues related to homelessness and the Hepatitis A outbreak among other agenda items in their meeting Tuesday, October 17 starting at 9 a.m.

Highlights include:

* Supervisor Barger instructs the Director of Mental Health and County Counsel to provide a verbal report on the findings and recommendations in response to the motion entitled, “Standard of Care for the Mentally Ill.” (Item 6)

* Supervisors Solis and Barger direct the Chief Executive Officer to transfer $1,649,000 from the budget unit allocated for the Homeless Initiative to the Department of Health Services to fund 40 outreach workers from January – June 2018. (Item 8)

* Supervisor Ridley-Thomas directs the Chief Executive Officer and the Los Angeles Homeless Services Authority to use Measure H funding to create new crisis and bridge housing units for families. (Item 15)

* Report from the Director of Public Health on the Hepatitis A outbreak updates. (Item 35 Presentation)

In closed session, the Board will confer with Legal Counsel regarding a lawsuit concerning allegations that an inmate at Men’s Central Jail was subjected to excessive force (CS-1); interview and consider candidate(s) for the position of Director of Planning (CS-2); and interview and consider candidate(s) for the position of Executive Director of the Community Development Commission/Housing Authority(CS-3).

Tuesday’s hearing will take place in the Board of Supervisors Hearing Room at 500 W. Temple St., Los Angeles 90012.

Ronald McDonald House Charities commended in recognition of the annual “Day of Change.”

Isabel Peinado celebrated in recognition of her achievement in painting her “Empowerment Mural” in Boyle Heights.

Supervisor Kuehl instructs County Counsel to join other cities and counties in the amicus brief supporting Charlie Craig and David Mullins and the Colorado Civil Rights Commission in the Masterpiece Cakeshop case before the U.S. Supreme Court. (Item 2)

Supervisors Hahn and Ridley-Thomas instruct the Chief Probation Officer to report back on best practices for training and certification to teach and reinforce skills needed to effectively serve clients. (Item 3)

Supervisors Hahn and Kuehl instruct the Acting Director of Planning, in consultation with County Counsel and other departments, to report back on the feasibility of a proposed mobile home park rent control ordinance. (Item 4)

Supervisor Hahn recommends the extension of a $10,000 reward in exchange for information leading to the apprehension and/or conviction of Boren Lay in connection with a fatal shooting. (Item 5)

Supervisor Barger instructs the Director of Mental Health and County Counsel to provide a verbal report on the findings and recommendations in response to the motion entitled, “Standard of Care for the Mentally Ill.” (Item 6)

Supervisors Solis and Barger direct the Chief Executive Officer to transfer $1,649,000 from the budget unit allocated for the Homeless Initiative to the Department of Health Services to fund 40 outreach workers from January – June 2018. (Item 8)

Supervisors Solis and Barger direct the Chief Executive Officer to transfer $575,000 from the Homeless Initiative to the Homeless and Housing Program budget unit to ensure funding for city homelessness planning proposals. (Item 9)

Supervisor Solis directs the Executive Office of the Board of Supervisors, and other departments, to formulate a pilot with Cal State LA to identify key technology projects that will augment departmental services and provide students with blended learning assignments. (Item 10)

Supervisors Ridley-Thomas and Hahn direct the Chief Executive Officer, in consultation with various departments, to explore protocols and structures to actualize ongoing probation reform and accountability. (Item 13, Revised Motion)

Supervisor Ridley-Thomas directs the Chief Executive Officer and the Los Angeles Homeless Services Authority to use Measure H funding to create new crisis and bridge housing units for families. (Item 15)

Recommendation to adopt the Sensitive Locations Policy, which would limit the disruption of services by requiring County officials and employees to not comply with request by law enforcement officers engaged in immigration enforcement, unless the request is accompanied by a judicial warrant. (Item 24)

Recommendation to authorize the Acting Director of Children and Family Services to execute a contract with LunchStop for hot meals and snacks to children awaiting court hearings at the Edmund D. Edelman Children’s Court. (Item 31)

Recommendation to adopt a resolution designating the property located at 717 East Baseline Road, in the community of West Claremont as a Historic Landmark as recommended by the Historical Landmarks and Records Commission. (Item 38)

Recommendation to award ten contracts for the as-needed haul truck services program for an annual aggregate amount of $10,000,000, and a maximum potential contract amount of $45,000,000. (Item 41)

Recommendation to approve a contract with Appleone employment services to provide clerical services for the Probation Department at designated locations for an estimated amount of $6,618,560. (Item 46)

Recommendation to approve a Model Master Agreement for psychological and/or psychiatric services for the Sheriff’s Department’s Psychological Services Bureau, for a three-year term at an estimated annual cost of $65,000. (Item 49)

The Claims Board recommends a $595,000 settlement for a lawsuit alleging medical malpractice against the Department of Health Services for injuries suffered while Plaintiff was a patient at Harbor-UCLA Medical Center. (Item 51)

The Claims Board recommends an $500,000 settlement for a lawsuit alleging injuries sustained in a vehicle accident involving a Fire Department utility truck. (Item 52)

The Claims Board recommends a $1,700,000 settlement for a lawsuit alleging an inmate committed suicide while at the Twin Towers Correctional Facility and receiving care provided by the Department of Mental Health.  (Item 53)

The Claims Board recommends a $175,000 settlement for a lawsuit alleging medical malpractice against the Department of Health Services for injuries suffered while Plaintiff was a patient at Rancho Los Amigos National Rehabilitation Center. (Item 54).
