The Castaic Lake Water Agency will get some recycled water, and Vista Canyon Ranch will get a break on its state water hookup fees.

At least that’s the plan, which will be reviewed Jan. 24 by CLWA’s Planning and Engineering Committee.

Vista Canyon Ranch is the future mixed-use (residential and commercial) development at Lost and Sand Canyon roads in Canyon Country, which won City Council approval in 2011. The property was annexed into the city along with Fair Oaks Ranch and the Jake’s Way area in September.

Plans call for the developer to build a recycled water plant and hand it over to the city, which would own and operate it.

Under a special agreement with Vista Canyon Ranch LLC, CLWA would get some of the recycled water it generates, and in return, the development company would pay reduced hookup rates as it builds the project in phases.

According to a CLWA report, the plant “will produce more recycled water than can be used for on-site purposes at Vista Canyon.”

The deal is good for CLWA, the agency says, because it would “reduce CLWA’s recycled water capital expenditures.”

CLWA uses recycled water for non-potable uses such as the irrigation of landscaping, green belts and road medians.

And since the city will own the facility, there will be “a separate agreement between the city and CLWA regarding the Vista Canyon water reclamation plant and CLWA purchasing the recycled water from the city,” said Brian J. Folsom, CLWA’s engineering and operations manager.
