John Arensmeyer has used his long experience as a business owner to build Small Business Majority into a nationally recognized small business organization and the leading advocate for critical public policy issues facing America’s entrepreneurs-particularly healthcare reform, clean energy, access to capital, immigration and financial reform. The organization is focused on ensuring small businesses’ success as a critical component of our economy.

Peter Lee, Executive Director

Covered California

Peter Lee is the Executive Director of Covered California. Peter reports directly to the Covered California Board and serves at its pleasure. Most recently, Peter served in the Obama Administration, helping establish the new Center for Medicaid and Medical Innovation. He has served as the Director of Delivery System Reform at the federal Health and Human Services’ Office of Health Reform. Peter lead the Pacific Business Group on Health (PBGH), first as CEO and then as the Executive Director of National Health Policy. Prior to PBGH, Peter was the Executive Director of the Center for Health Care Rights, a consumer advocacy organization based in Los Angeles.

David Chase, California Director

Small Business Majority

David Chase directs Small Business Majority’s California operations from the Sacramento office, focusing on relationships with small business organizations and owners across the state and working closely with legislators and other policymakers.  Previously, he served for more than four years in the office of California Governor Arnold Schwarzenegger, where he built coalitions with business and other stakeholder groups to advance the governor’s agenda. David was part of the team responsible for building the coalition behind Governor Schwarzenegger’s 2007 comprehensive healthcare reform proposal.

David is a Covered California Certified Educator and he serves on the California healthcare exchange’s Small Business Health Options Program Advisory Group.


Mark Quinn,  Acting Region IX Administrator

U.S. Small Business Administration

Due to the government shutdown, SBA has been furloughed and Administrator Quinn may be unavailable for this webinar.

Mark Quinn has been with the U.S. Small Business Administration for over 26 years, starting in September 1986. Mark is an experienced District Director who is particularly skilled in translating the process, complexity, and terminology of small business lending and technical business training into the common sense terms a small business owner and the public needs.  In 2007, Mark spent a year in Washington, DC working as the Deputy Associate Administrator for Entrepreneurial Development. Prior to his appointment as District Director, Mark served as Deputy District Director for the San Francisco District Office. Before that he supervised the San Francisco District’s Portfolio Management Division.
