The Santa Clarita City Council will conduct two public hearings during its regular meeting Tuesday.

North Copperhill Annexation: The council will consider filing an application to annex 3,200 existing homes in the Bouquet Canyon, Haskell Canyon, Raintree and Plum Canyon areas of unincorporated Saugus.

The process began in July 2008 when the Pacific Crest Homeowners Association asked to become part of the city. The Planning Commission approved the addition July 19.

If the council votes to annex the 2,475-acre area, the application would go to Los Angeles County’s Local Agency Formation Commission for approval.

Historic Preservation Ordinance: The council will discuss, but is not scheduled to vote on, a proposed historic preservation ordinance that would replace a 3-year-old moratorium on the demolition of nearly 50 private homes and businesses in Newhall.

As drafted, the new ordinance would require affected property owners to preserve the historic nature of their buildings. In return, owners could take advantage of certain tax breaks and more lenient building codes, and skirt city permit fees.

At its July 12 meeting, the council instructed its staff to talk to property owners who do not want the provisions to apply to them.

Staff has reviewed the list and will present its findings to the council Tuesday. Eleven structures would be removed from the list and two would be added.

Staff will ask the council for further instruction on issues raised during a prior Planning Commission meeting, including language to allow property owners to “opt out” of the ordinance and the need for an independent committee to review properties before they are deemed historic.
