johnphillipchappell_sex offender-339x467[KHTS] Santa Clarita Valley Sheriff’s Station deputies arrested a man who failed to properly register as a sex offender and a woman with separate felony charges in Stevenson Ranch on Tuesday.

John Phillip Chappell, 36, and Deborah Ann Kulick, 44, were arrested and booked on separate charges Tuesday around 9 a.m. at the Sheriff’s Station.

The pair were arraigned Thursday, when they pleaded not guilty to the charges.

Chappell stands accused of methamphetamine possession and failing to properly register as a sex offender.

Kulick was charged with felony possession of ammunition, according to a criminal complaint filed in Los Angeles County Superior Court on Thursday.

The complaint cites two prior drug offenses on Kulick’s record, making it illegal to be in possession of a firearm or ammunition.

Chappell had two charges listed on the Megan’s Law website: lewd or lascivious acts with a child under 14 years of age, and oral copulation with a minor under 18 years of age.

There are 175 registered sex offenders living in the Santa Clarita Valley, who are classified as one of three levels, according to Detective Dave Campbell of the Santa Clarita Valley Sheriff’s Station’s Detective Bureau.

As a comparison to surrounding cities, Sylmar has 111 registrants, 91 of which are considered “full address” registrants. Lancaster has 369 registrants, 309 of whom are considered full address registrants. Palmdale has 174 registrants, 141 of whom are considered full address.

Chappell’s address listed on the website is 10461 Corvallis Court in Ventura.

Chappell and Kulick pleaded not guilty Thursday at their initial arraignment.

Chappell is being held at Men’s Central Jail facility in lieu of $125,000 bail. Kulick is being held without bail in Lynwood. She’s due back in court in Van Nuys on Friday, according to Sheriff’s Department arrest records.

    Now everyone who posted on other news yesterday can’t blame sec8 housing?! Stevenson Ranch is certainly nice! Goes to show you every area is vulnerable to various things. Living in Valencia doesn’t mean it can’t happen!!!! With growth comes different risks!!! I moved to Valencia many years ago when there were Onion Fields and Kmart was pretty much only Dept Store so you shopped Northridge. It’s not the same but people came, Population boomed and it is what it is. Still a great community!
    Surprised that there are so many. ” full address” sex offenders there. 174 and beat Palmdale by 1 ?!?!

  7. Why does everyone bring up Palmdale/Lancaster? When these people are released to LA County they can move to any community. SCV has been in the news a lot lately and not all good. When I moved to the AV 30 years ago it was a small country community. Lancaster and Palmdale total population was 50,000 if that. It was quite, everybody watched out for each other. I loved it. FYI Not every part of Palmdale is crap. I live in a nice part of town that is pretty safe and clean. As for section 8…any homeowner who wants to rent no matter where they own can sign up with the state to rent out to sec 8. Guaranteed rent.

  11. Bet most of them reside in or near canyon country. Over the 46 years I’ve lived here and in the same house, I’ve watched low income housing,bused school kids from haslie cyn, and more being kept away from “Valencia”. It’s taken years to clean up Sierra hwy just a little, even tho LA pays this city to maintain it, so I understand how people in Palmdale feel. They don’t even print all the crime that happens on the west side so as not to taint the image of Valencia. They have a lot of heroine problems, burgularies,etc. Hmmmm.
