New bike racks in front of City Hall were designed by local artist Shuko Nielsen. What should they look like in Canyon Country?

The City of Santa Clarita is seeking an artist (or team of artists) to design and fabricate one (1) functional bicycle rack to be placed in front of the Canyon Country Community Center. The rack should accommodate 8 to 10 bikes total, and may be up to six feet long and two feet wide.

 

Designs should carefully balance form with function, and must comply with national bicycle parking standards. For those standards, artists should access the Bicycle Parking Guidelines, produced by the Association of Pedestrian and Bicycle Professionals, on APBP’s website: www.apbp.org/?page=Publications.

 

Interested artists are asked to send the materials as described in the HOW TO APPLY section below.

 

 

PROJECT DESCRIPTION

The Canyon Country Community Center Bicycle Rack is an Art in Public Places program by the City of Santa Clarita. The bike rack design should have high aesthetic merit, function as a bike rack, and be able to support and secure at least 8 to 10 bikes total. In addition, the rack design should consider overall safety, should require low maintenance, and be durable.

 

Function:

  • Designs must comply with national bicycle parking standards. For detailed information on national bicycle parking standards see Bicycle Parking Guidelines, produced by the Association of Pedestrian and Bicycle Professionals, on APBP’s website at http://www.apbp.org/?page=Publications.
  • Design should enable the bicycle frame and one wheel to be secure using a U-lock or cable lock. Both locking points should be between one and three feet off the ground, and located at points on the rack where the thickness is between one inch and four inches. These locking points should also provide the bicycle with stability.
  • To allow for handlebars, pedals, and maneuvering, supports should be a minimum of 30 inches apart.
  • The racks must be constructed of durable materials to withstand permanent exposure to the elements, such as powder-coated metal, stainless-steel, polished concrete, composite acrylics, or appropriate recycled materials. Racks must be designed only with smooth materials that will not easily scratch or damage bicycle finish.
  • Rack should be as vandal resistant as possible.
  • The design must not have sharp edges.

 

Bicycle rack designs must adhere to the Americans with Disabilities Act (ADA) standards:

  • To be detected by a white cane, the protruding or leading edge of the rack shall be 27″ or less above the sidewalk surface.
  • Between 27″ and 80″ above the sidewalk surface, protruding or leading edges may overhang a maximum of 12″.
  • The top of the bike rack design must be a minimum of 36″ tall.
  • Except for the bike rack supporting brackets, the shortest section of the bike rack must be a minimum of 27″ tall – enough to be perceived by pedestrians and avoid tripping hazards.
  • The space between rack features must be larger than 9″ and smaller than 3.5″ to avoid the potential for children trapping their heads.

 

The City of Santa Clarita reserves the right to remove any of the completed works of art if it becomes necessary.

 

 

ARTWORK THEME(S)

Although the City of Santa Clarita, Arts and Events Office and the Santa Clarita Arts Commission do not endorse any restriction on any particular artistic content, the project’s Artist Selection Panel will consider the appropriateness for people of all ages. Artists may submit only one proposal for the project. Artists are encouraged to use color in their designs.

 

 

ARTWORK LOCATION

The completed work will be placed in front of the Canyon Country Community Center, right off of Sierra Highway, at 18792 Flying Tiger Drive, Santa Clarita, CA 91387.

 

 

BUDGET

The selected artist shall be awarded $3,000 for the execution of their artwork, which includes the artist design fee, project-related travel, consultation throughout and project fabrication, and other artist-related costs. A first payment of $2,000 will be given to the artist, followed by the remainder of $1,000 once the art work has been completed and installed. Installation and site preparation costs will be paid by the City of Santa Clarita.

 

 

ELIGIBILTY:

The project is open to all artists, regardless of race, color, religion, natural origin, gender, age, military status, sexual orientation, marital status, or physical or mental disability. Artist teams are eligible to apply, including teams of artists from multiple disciplines. Employees of the City of Santa Clarita and immediate families of each are not eligible to apply for this project. Immediate family includes the spouse, great-grandparents, grandparents, parents, brothers, sisters, children, grandchildren, and great-grandchildren of the employee and his/her spouse. This also includes individuals for whom the employee is current legal guardian.

 

 

TIME LINE:

October 11, 2013 Deadline to submit materials to Café (the on-line Call for Artist

Service) at www.callforentry.org

 

October 14-18, 2013 Artist Selection Committee rates applicants

 

October 25, 2013 Three finalists for the proposal phase are notified. Each

finalist will receive a stipend of $300 for this phase of the project

 

Oct. 26 – Nov. 29 Finalists create concept proposals

 

December 2, 2013 Finalists present their concept proposals to the Artist Selection

Committee. In order to receive the stipend/honorarium, the finalists will be required to present and submit a detailed conceptual design proposal that includes the following:

 

•To-scale renderings of the proposed artistic enhancement, location, and orientation

 

•A written description and/or sample of the materials to be used and written substantiation of their appropriateness

 

•A timeline for the design, fabrication, and installation

 

•A written budget for all project costs

 

•A brief written narrative describing the concept, theme, and intent

of the proposal

 

 

December 12, 2013 Arts Commission approves recommendation of the Artist Selection

Committee for the selected artist

 

December 13, 2013 Artist Agreement sent to the winning artist (or artist team)

 

February 14, 2014 Agreement returned to Arts and Events Office

 

April 18, 2014 Completed artwork installed

 

 

The City of Santa Clarita reserves the right to change the project timeline.
