[NLF, Sept. 29] – Newhall Land announced Tuesday that the California Second Appellate District has affirmed the Los Angeles County Board of Supervisors’ environmental review and approval of Mission Village, part of the company’s proposed Newhall Ranch community west of Interstate 5 in the Santa Clarita Valley.

A three-justice panel of the Second District Court of Appeal unanimously affirmed a June 2014 ruling by the Los Angeles Superior Court (Hon. John A. Torribio) that upheld the Mission Village Environmental Impact Report (EIR), and other land use permits, which were originally approved by the County of Los Angeles in spring 2012. The Appellate Court acted on a lawsuit brought by plaintiffs — the California Native Plant Society, Center for Biological Diversity, Friends of the Santa Clara River, SCOPE, and other environmental groups.

Plaintiffs argued the Appellate County failed to sufficiently analyze the Project’s compliance with the County’s Development Monitoring System as it relates to water supplies and sewer capacity, but the Appellate Court rejected all such claims as without merit. Additionally, the Appellate Court rejected plaintiffs’ claims that the EIR failed to properly analyze sediment and beach replenishment issues.

Despite plaintiffs’ claims to the contrary, the Appellate Court also upheld the EIR’s analysis of impacts and mitigation to the slender mariposa lily, and to the project’s greenhouse gas emissions analysis.

Finally, the Court rejected plaintiffs’ claim that the EIR failed to analyze and mitigate copper runoff impacts on juvenile steelhead (trout).

In its 72-page opinion, the Court of Appeal rejected each argument presented by the plaintiffs, finding that the County had acted appropriately and with substantial evidence to approve the detailed EIR and related mitigation measures.

“As an owner of a company that is building master planned communities in California, we value our partnership with the County of Los Angeles,” said Emile Haddad, President and CEO of Five Point Communities, the development manager for Newhall Land. “Today, the County’s exhaustive environmental review was affirmed by the Court of Appeal to have been completed diligently and properly. We are thankful for the County’s efforts and look forward to implementing the plans for Mission Village.” “We also appreciate the Court’s diligence in carefully deciding each of the legal issues presented.”

Mission Village is located south of State Route 126 and includes a mix of residential, commercial, and non-residential uses, including 4,055 residential homes, 1.56 million square feet of mixed-use commercial space, an elementary school, a fire station, a public library, a bus transfer station, parks with a variety of sports fields and playgrounds, open space, natural habitat preserves and trails. It is part of Newhall Ranch’s Specific Plan, which has undergone over 15 years of environmental review by the County, state and federal agencies. At build out, the Newhall Ranch villages will bring tens of thousands of development-related and permanent jobs to the region. The Specific Plan also calls for over 11,000 acres of protected open space, 60 miles of trails, several public schools and community infrastructure, including a water recycling plant, fire stations, a public library and a sheriff station.

  1. And just where do you plan on getting your water from

  2. and all those brush fires that are going to happen

  3. Shane Weeks says:

They are going to have the best view of one of the soon to be nation’s busiest dumps! A just think of all those huge trucks filled with stinking trash driving by their houses all day. I wonder if the developer is taking this into account.

  4. Max Young says:

5 fwy already sucks. What will it be like after they build all those homes?! ??

  5. Steven Aune says:

Sure let’s force all these new implications on a community who clearly doesn’t want further expansion. That’s city and county government for you. All for additional tax revenue.

  6. Why can’t they just build this after the drought is over? As much as I like new homes, it’s not a good idea to build them in a drought like this

  7. John Gilbert says:

    The Mission is Mo’ Money.

  8. Teddi Lynn says:

Money hungry, where is the water coming from? We get letters from Valencia Water to cut back.

  9. Teddi Lynn says:

My guess is none of those people live in Santa Clarita. Traffic will be a far bigger problem.

  10. Perla Munoz Valladares

  11. At least another 8000 plus cars! Ugh!

  12. Helen Dillon says:

Traffic issues, lack of water supply, etc. What is going on here with approving that many new homes?

  13. Debbie Holliday Lavin

  14. Just wondering number of yrs everyone has lived in the valley? Don’t get mad just answer.

  15. Ughhh. ..No Thank You.

  16. Ron Estes says:

We should vote all of city council out next election. Send a message…

  17. Lavinia Jane says:

It’ll turn into the next Palmdale/Lancaster

    • Right, we just can’t be building more and adding more people to this town which could turn into the next av

    • Max Lang says:

Hardly. It will be way to expensive.

    • Thom says:

That area is already way past the Palmdale/Lancaster area. There is still a lot of wide open spaces up here. But they could put in a solar or wind farm in place of these houses. That would not add to the traffic after they’re built, because they don’t generate long term jobs.

  18. This is A Fu,,,,, Shame.

  19. And how much of it has to be low income

  20. Where is the dump going?? And where is this?

  21. Wen Ren says:

Just pack some more in. It’ll be just like to many rats in a cage. If someone you know dies from some type of violence the family should sue the government for packing to many people in to small of an area.

  22. Sean King says:

Awesome!!! It will now take 45 minutes compared to the 15 to get from Valencia to Saugus.

  23. Danny Lyons says:

    Great more traffic

  24. Lydia Miller says:

    Here’s a better map

  25. This is such a shame. Shows you the disregard for what is practical and what is really a waste. This is criminal. Newhall Land doesn’t care about this city and what it is going to cause. No water, lack of infrastructure and additional roads for sure. Good luck with this.

  26. Dislike ….money …money ….money

  27. This is the reason why I left Santa Clarita.

  28. Andre Lupica says:

Guys guys guys guys!!! C’mon, you know the answers they used for the water question, right? “It’s simple” they must have said…Mars!

    Shame on you Newhall Land.

  29. Mike Lupica says:

4000 more homes? That’s just what we need around here.

  30. Max Lang says:

Why are people surprised by this? It has been on the books for years.

  31. Brad James says:

They have been talking about this project for 10 years or more.

  32. Laura Keith says:

Oh goodie more homes , more mellow Roos , more traffic and still no more ways in and out of this valley. WTF? Before approving plans like this they should have to pay to widen the 5 freeway to handle the extra traffic. Oh wait we just did that. Damnit.

  33. Fail on so many levels. Newhall Land is pure greed and irresponsibility. Shameful and sad.

  34. This makes me weep for the earth and our community, when does the greed end? Such a shame, I will cry for all the wildlife impacted. So sad.

  35. Adam Kirk says:

It’s so sad to see the valley I grew up in going to such shambles and I’m ashamed of the representatives I voted in and trusted to take care of it.

  36. Where is the new freeway going to go that we need to relieve the already over burdened 5 fwy?

    • Kevin Smith says:

Silly. 4000+ homes along the 126 aren’t going to contribute to the “overburdened” 5 freeway. That a bump on a frogs ass in terms of impact on traffic. The 5 freeway has been expanded and the 126 is under expansion right now.. Get a grip, progress is good.

    • The developer funded the expansion of the freeway for this very reason.

    • Get a clue kevin, anyone who travels the 5 freeway very often knows it is already over congested. Just look at the 5 north or south any time in the weekend, friday, any morning, or any evening commutes. That 1 lane expansion doesn’t really do much when it’s heavy traffic. Progress isn’t that great. We sure don’t need any more homes. Water? On yeah, that. We’re in a severe drought. Ah well, no one cares about that right.

    • Kevin Smith says:

you do know that we are talking bout 4000 homes, not 400,000 right? All of California’s freeways are congested and it is all relative. For a Califonia freeway the 5 isn’t bad, your just whining. Have you ever driven on the 101? That’s congestion. Just remember that a large group fought the “expansion” and the developers that built your home. We can’t go back to onion fields and we need more housing.

      • Erica says:

Actually this is just a small part of a mega development of TWENTY THOUSAND homes and yes the Chiquita Canyon Landfill is asking to get extended to 303 football fields laterally and an additional 12 stories vertically. I believe 6 schools are part of this project…all will be within half a mile of the landfill. http://www.c4cclc.com/map-newhall-megadevelopment-chiquita-landfill-expansion/

I believe the landfill is expecting its peak trucking cue of 50 foot trucks to be at the most 100 or so an hour. No biggie… That’s only about a mile long line of trucks. (Sarcasm font)

        • SCVNews.com says:

Sort of … don’t know details about the elementary schools, but the high school and junior high don’t have to come online until the entire Newhall Ranch project is 80 PERCENT BUILT. That’s maybe 20 years and 16,000 homes from now.

    • Jason Boccia says:

      expanded freeway = carpool lane.

  37. Lexy Hnz says:

Notice it’s on the side of the freeway that can’t be controlled or moderated by City of Santa Clarita building regs & sanity? It’s how developers get the go- it’s all LA County!

    • Johnny White says:

Correct, but you know LA County and Santa Clarita have a master plan. Once the development is complete, Santa Clarita will annex and make it part of our city. Shameful

  38. Let’s fix the traffic issue by building more homes in a already overpopulated town, way to fail SCV

  39. Property values will decline with an abundance of new home availability…I’m out

  40. I used to be on the planning committee back in the late 80’s/early 90’s and now see why I left. Turning out just like the master plan was at that time. You get tired of banging your head up against the wall. The joke back then was Newhall Land wasn’t going to be happy until they mowed all the hills down and they still are

  41. Kevin Smith says:

People have been crying about the same thing forever. You don’t want expansion even youth you live in a home that the people before you fought against too. California needs more homes and our growing community is stronger than when this was a one horse town.

  42. Josh Logerot says:

    More water meters? Unfreakin believable

  43. This is going to be so awesome!!! (Said with sarcasm) What the hell, it already takes more than 20+ mins on a good day to travel anywhere around here. ? Please no more traffic, frustrated, and impatient drivers!!!

  44. I thought we had a drought.

  45. We have coyotes and other wild animals in our neighborhoods and backyards now like never before. The more land we take from these animals, the worse it’s going to get. We are causing them to lose their home which in turn becomes dangerous for our pets.

  46. waterwatcher says:

Hey – did you see any comment from the other side on this? Notice how balanced our new media is – always tell the developer’s side and never the other side of the issues. This Court has never ruled for a conservation group in over 20 years. Are they going to rule against Newhall no matter what they do? You can bet NOT! So this decision was not unexpected. It is sort of like being in the Middle Ages. The wealthy land barrons control everything in the political system, so it is hard to get a fair review, even in the Courts. But the CA Supreme Court has taken up this Court’s last two rulings on Newhall Ranch, so there is hope they will take up this one too. In the meantime, if you got the Valencia Water Letter, and are not happy about adding all these units while you have to cut back, I urge you to email in a letter. If no one complains, all of this will just happen. Its not good enough to do it on facebook. You have to turn out at Council meetings and you have to vote.

  47. Laura Tally says:

Totally against. Who needs another 20,000 cars … The freeways and roads in Santa Clarita are bad enough…it’s all about the money…..Money hungry!!!!! We are in a major drought ….this is insane.

  48. Paul Mahone says:

Cool, four thousand more overpriced houses.

  49. Did the drought end in that area only?????

  50. Lisa Baldwin says:

I guess Newhall Land is worried about the money in their pockets instead of the community that is already here. This will be our community in 10 years.

    • Where is this a picture of?

    • Lisa Baldwin says:

Mexico City. Not showing nationality, just the overcrowding and air quality that they think won’t happen.

    • Well, considering Newhall Land is a for-profit development company owned by high-risk venture capitalists, you’d be right in saying it’s about money. What of it?

    • Lisa Baldwin says:

I think what I said was pretty straight forward. It’s just sad. I was born and raised here. My parents were raised here. My Grandparents help found Bouquet Baptist Church before they changed it after my Grandfather died. It’s just sad the rate of growth now, and all they care about is money.

    • It’s sad how much it’s grown out here! It used to be desert country and now it’s like Northridge! It sucks with this many houses out here! I lived out here all my forty six years of life, and the streets and parking lots are overcrowded with sucky drivers in a hurry to get through a hundred lights in town! I know, I’ll move to the beach on a hill when the kids graduate, lol

  51. I been getting tickets over watering my lawn. Shame on you asking for money to build more when we are getting tickets over taking care of nature so shameful .

  52. The five freeway will be at a stand still working hours!

  53. Jose Miranda says:

What happened with the water shortage ? This so stupid

  54. Alan Bingham says:

Gotta love every time the wackos lose, Bravo let the building begin.

  55. Tanya says:

What about the Chiquita Canyon Landfill, aka dump, that is seeking to expand — just across the 126 from this new development. I would never buy a home there.

  56. Dave Warburton says:

The present road system cannot handle the increased traffic. 126 — really?

They can claim to have “water rights,” but if he supposed water source has no water, what good does the “water right” do?

Destroying the habitat of several endangered species.

The only reason for this development is PROFIT. And when profit comes up against the good of the people and the environment, it almost always wins.

Once Newhall Land has built its giant development, it will move on to its next project. And leave all of us in the SCV with the consequences of what it has done forever.

This is, after all “the American Way.”

    • SCVNews.com says:

Doubtful. Once Newhall Land has built its giant development (which will take 20 years), it will likely be done & gone.

  57. Thom says:

Just curious as to how much water is going to be wasted just preparing the area for construction.

  58. No more beautiful santa clarita ? the city just want to make money
    Time to move

  59. So glad I moved to Texas

  60. Jim Oge Jr says:

Lame we don’t have the water

  61. Jim Oge Jr says:

Screw this I’m watering my lawn everyday now since they are building 4000 more homes with 4 toilets and pools lawns who cares anymore

  62. Les Copeland says:

Sad for the wildlife that calls it home.

  63. Hans Ahlert says:

“People” have nothing to say about it, unless you believe that corporations are people too.

  64. Alright now I can get a house

  65. Awkward thought: CA is MILLIONS of dwellings short of the currrnt population need, falling further behind every single week. Infill redevelopment has a place, as does thoughtful new dwelling development. Proximity to jobs rules out much of the Central CA “open space”. The conundrum is where would NIMBYs rather put these folks? Garage apartments, illegal dwellings, substandard housing? Taxes & fees rule ot affordable housing, anyway. So, take s deep breath and be part of the solution, shall we? Bring ideas, not just complaints. End of Reality Check. Carry on.

  66. Johnny White says:

This is such a screwed situation for the SCV. This city has already overbuilt itself. Where is the water going to come from, and what about I-5? Get ready for Sepulveda Pass type traffic my friends.

  67. Jim Oge Jr says:

Ya right 2 hour drive now mike

  68. No water available, and killing the roaming area for what’s left of the wildlife. We’re in a corporation state.

  69. Jim Riggi says:

Now I’m REALLY glad I moved! Sad…..and greedy.

  70. I’m glad I moved out in 94. Every time I go back to visit it just takes forever to get anywhere .

  71. James Furedi Christine Hernandez More people to SCV! Crazy.

  72. John Mobley says:

LOOK AROUND DUMB ASSES !!!! THE LAND IS SHAPE THE WAY IT IS FROM EARTHQUAKES.

  73. Dan Sabedra says:

Hope it never happens Newhall Land Sucks !!

  74. Dale Petty says:

People are funny in high end community’s. They live in a nice Hm nestled in the hills. Then complain about another community being built around the corner. Just saying. STFU YOU WILL NEVER STOP IT. it’s been happening forever. Do I like it NO. Stop the bleeding at the border then we won’t need so many homes. BAM

  75. Carmen Scott says:

Definitely time to move. I’ve lived here since 1987 … the original Master Planned Community developed a city that was balanced in land use, resources, homes, businesses and schools with sufficient roads/access to control/minimize traffic gridlock. Over the last 10 years … led by Newhall Land/Lennar and aided & abetted by a career politician County Supervisor … the SCV has changed dramatically & for the worse: overpopulation, rampant annexation, constant traffic gridlock, poor air quality, school overcrowding, limited resources, wildlife habitat destruction … It’s a shame. ?

    • Ron Terrazas says:

      Which County Supervisor ?

    • Carmen Scott says:

The article indicated this was approved by the County so I’m guessing it would have been supported by whoever was the County Supervisor over this area of the County during that time period. Most of the County Supervisors are “career politicians”, by that I mean their only long term, full time, paid job has been in holding a position in public office. The recent passage of “term limits” by County voters will & has begun to change this … IMHO

  76. Anonymous says:

With serious drought & freeway traffic issues? This is crazy!! Unfortunately, it’s about money, not about practicality, common sense & what’s best for current residents.

  77. Kristin says:

Sooooo… Are all these properties going to have Mello Roos attached??? This is going to bring so much traffic to the area too… Thoughts?

  78. James Webb says:

    Show me the water ???
    Where’s the infrastructure, the roads.

  79. Max Lang says:

Why is everybody crying about water? The drought will end. They always do. And infrastructure? Roads, sewers, electrical, etc will all be built. Plus not everybody living there will be working in LA, so 8000 cars will not be flooding the 5 every day.

  80. Getting tired of the traffic. The reason I moved up here.

  81. DT says:

I see no plans for a hospital – we only have one in SCV. Now you have to wait 4-6 hours to be seen in the ER. What then!!!!

  82. Why is there always plenty of water for more development?

  83. Again more California B.S! What a JOKE! I am so glad I moved outta that Ridiculously Selfish State! SMH!

  84. Tim McArdle says:

If we’re in a drought situation, why are we still developing communities. Where is the additional water going to come from to support these homes?

  85. Bruce Kagawa says:

Looks like a nice place for a fire…..no thanks !!!
