Congratulations to Qianjing Ma from West Ranch High School on winning the 2016 Congressional Art Competition for California’s 25th Congressional District. Qianjing’s painting, titled “Autumn’s Fruits,” wowed the panel of judges during a reception last week hosted by FastFrame Valencia and KHTS Hometown Station. Sixty one high school students entered this year’s contest for a chance to win a trip to Washington, D.C. and have their art displayed in the U.S. Capitol, and each piece was very impressive. The Youth Employment Service (YES) Job and Career Expo, which took place on May 1 in Simi Valley, was a success. Looking Out for Naval Base Ventura County I attended a meeting on Wednesday morning with the Regional Defense Partnership for the 21st Century (RDP-21), a community-based organization in Ventura County that advocates for and supports the county’s military facilities and defense contractors. We discussed our work in the House Armed Services Committee to improve the nation’s military acquisition program to get our latest weapons to our warfighters more quickly and efficiently. We also talked about the National Defense Authorization Act for Fiscal Year 2017, which will provide for Naval Base Ventura County and the military personnel who serve there. After the meeting, I took a tour of Naval Base Ventura County to learn about the unique and crucial operations that take place on the base.

Important Ports Last week, I participated in a meeting with the Central California Area Maritime Security Committee, where we reviewed security and intelligence reports relevant to the Port of Los Angeles. This information was critical for me to understand the unique concerns and challenges that this vital site faces. Afterward, personnel from the U.S. Coast Guard gave me an extensive tour of the Los Angeles and Long Beach Ports, where we observed the operations from the air.

Update from CLWA On Friday my office met with representatives from Castaic Lake Water Agency to discuss solutions for California’s drought and our efforts to clean the ground water in the region. We also gave an update on legislation I introduced this year in Congress that would give a boost to longstanding efforts to clean the Eastern Santa Clara River Basin and provide fresh water to the Santa Clarita Valley. Aerospace Valley A few days ago I visited Aero Bending Company in Palmdale. I received a tour of their facility, met employees, and viewed the components they manufacture for the F-35 program in support of both Lockheed Martin and Northrop Grumman. This is another one of our great aerospace companies in the Antelope Valley.

Around the Capitol
Last week was a district work week, so I spent my time driving around the Antelope, Santa Clarita, and Simi Valleys listening to members of the community and learning more about the challenges they face. Today, I flew back to Washington, D.C. and I am excited to put all of the ideas that I heard into action. Here is a little preview of what we will be working on over the next couple weeks.
Looking Out for Law Enforcement Tonight I was proud to support two bills that would help the brave men and women in uniform that put their lives on the line to protect and serve us every night and day. The Bulletproof Vest Partnership Grant Program Reauthorization Act would continue funding a federal grant program that helps state and local law enforcement agencies purchase bulletproof vests for officers working in the field. The Federal Law Enforcement Self-Defense and Protection Act would ensure that officers are able to defend and protect themselves on and off-duty by allowing all covered federal law enforcement officers to continue to carry their government-issued firearm during a furlough or government shutdown. I am happy to say that both bills passed the House floor.
Combatting the Heroin Epidemic This week the House is working on several bills that would help fight against the spread of heroin and opioid addiction across our country. This includes establishing an interagency task force to review, modify, and update medical best practices for pain management and prescribing pain medication and two Justice Department grant programs to help in combating opioid abuse. In my 18 years as a police officer, I saw firsthand the damage that opiates and other drugs can inflict on families and communities and I am proud to be a part of this important effort.
Defense Bill Moving Forward Next week the House will move forward on the National Defense Authorization Act for Fiscal Year 2017, which authorizes funding for most of our country’s defense operations next year. I am proud to support this bill, as it includes provisions that will directly benefit Edwards Air Force Base and Naval Base Ventura County, as well as the many businesses in our area that contract with the federal government. Additionally, I fought to preserve TRICARE and the commissary benefit that so many military families rely upon, and were also successful in providing a well-deserved 2.1% pay increase to our troops. I will keep working with my colleagues on initiatives like this one to make sure we provide for future generations of Americans who answer our country’s call of duty.
