MASTER CASE NO. 13-196, CONDITIONAL USE PERMIT 13-016

Applicant: AT&T Mobility

Location: Mammoth Lane north of Shenandoah Place (APN 2854-064-900)

Request: The applicant is requesting a conditional use permit to allow for the installation and operation of a wireless telecommunication facility directly adjacent to an existing 38-foot tall Newhall County Water District tank.

Recommendation: Staff recommends that the Planning Commission adopt Resolution P14-03, approving Master Case No. 13-196, Conditional Use Permit 13-016 to allow for the construction of a wireless telecommunications facility adjacent to an existing water tank located on Mammoth Lane, north of Shenandoah Place (APN 2854-064-900), subject to the attached Conditions of Approval (Exhibit A).

Applicant: Los Angeles County Metropolitan Transportation Authority (Metro)

Location: The 62 outdoor advertising structure removals are located within the Metro ROW, along both sides of the railroad tracks, along Newhall Avenue, Bouquet Canyon Road and Soledad Canyon Road in the locations depicted on DA Exhibit A (attached).  The three proposed billboard development sites consist of the Norland Road site, the Remson Road site and the Magic Mountain Parkway site, located as follows:

a.    The Norland Road site is located adjacent to the south side of State Route 14 (SR-14), within the Norland Road right-of-way, approximately 1000 feet east of Oak Springs Canyon Road (APN: 2840-001-271) in the Open Space (OS) zone.
b.    The Remsen Road site is located adjacent to west side of State Route 14 (SR-14), within the Remsen Road right-of-way, approximately

1000 feet east of Sierra Highway (adjacent to APN: 2827-010-012) in the Business Park (BP) zone.

c.    The Magic Mountain Parkway site  is located adjacent to the east side of Interstate 5 (I-5) on the north side of Magic Mountain Parkway, approximately  900 feet west of Tourney (APN: 2866-007-907) in the Business Park (BP) zone.

Each of the billboard development sites described above is depicted on DA Exhibit C (attached).

Request: The applicant is requesting a Zone Amendment to the text of the Unified Development Code (UDC) and Municipal Code, a General Plan Amendment, Zone Change, and Development Agreement (including lease agreements attached as exhibits thereto), to allow the construction and operation of three digital billboards (six billboard faces totaling 4032 square feet) on three freeway-adjacent City-owned sites and the removal of all 62 existing outdoor advertising structures (118 billboard faces totaling 25,830 square feet) in the Metro right-of-way (ROW) within the City. The proposed Zone Amendment would also establish a five (5) year amortization period for the removal all remaining billboards within the City erected prior to adoption of the City’s first updated sign ordinance, which is November 13, 1990 and create a Billboard Relocation Overlay Zone.

Recommendation: Staff recommends that the Planning Commission open the public hearing; receive testimony from the public; close the public hearing; make a recommendation to the City Council regarding a preferred design option(s) for the digital billboards; and adopt Resolution P14-002, recommending the City Council adopts the Mitigated Negative Declaration prepared for the project and approve Master Case 13-184    with the attached Conditions of Approval (Exhibit A), Zone Amendment (Exhibit B), General Plan Amendment (Exhibit C) and Zone change (Exhibit D) and Development Agreement (Exhibit E).

YOur not awesome unless you live in Valencia. it divides… For years i have heard people say Canyon Country is the ghetto just because its an older city.And then they pollute our city with their Tilted Kilt billboards because they dont want them in awesometown..Well we dont want them anywhere in SCV.I live in SCV and proud of that..Its a great place.Valencia, Lets not devide and act as if youre better than others,I ask this lovingly

  19. To be really honest I drive along most the SCV roads way to often and cant even tell you of even one billboard and the location of it. But I’m all in favor of Tilted Kilt so don’t mess with the place.

    So what if the billboards are an eye sore? Advertising generates revenue, which goes back to taxes, which pays for the City to spend money on this kind of crap. How about, and here is the crazy thought of the day, fix some roads? The money spent paying to take them down could be used to fix the giant pot holes in some of the neighborhoods. Or even better! Use the time and effort you sheeple are putting in to this to raise money for the homeless in Newhall and Castaic? Holy Christ look at this guy with his ideas, who wants me on their Corporate Team?
