That’s all up to the policies of who they work for. I have placed people under arrest before while working “Security” most are simply not permitted to do so. And they aren’t security there. They are Loss Prevention Agents.
If a security member says I am under arrest they better have a recognizable badge, one that demands respect and if I am told I’m under arrest and I don’t see a gun on the “tool belt” I’m swinging giggling and running.
