Fair Oaks Ranch and the Jake’s Way area of Canyon Country are moving closer to becoming part of the city of Santa Clarita.
The City Council voted to start the annexation process last May when it was considering JSB Development’s Vista Canyon Ranch project at Soledad and Lost Canyon roads.
Instead of attempting to annex just the new development, the council decided the time was ripe to include the unincorporated island of Jake’s Way into its borders, as well as the neighboring Fair Oaks community, which connects the two areas.
On Tuesday the council will take up some state-mandated formalities that must occur before Los Angeles County’s Local Agency Formation Commission (LAFCO) can hold hearings and ultimately approve, deny or alter the annexation request.
Those formalities include a negotiated transfer of $587,513 in base property tax revenue from the county to the city, which the city would use to provide certain municipal services currently handled by the county in the proposed annexation area.
The areas would also need to be transferred from county to city lighting, landscaping and road maintenance districts, and withdrawn from the county library system now that the city has its own library system.
Fair Oaks Park would also come under city control.
Once the council ratifies the resolution, it would move to the county Board of Supervisors for approval. Then the proposal would go to LAFCO, which would hold a hearing, probably this spring, followed by a protest hearing if a sufficient number of property owners oppose the plan.
The city expects the entire process to take several months – but if all goes as planned, 2012 could be the year the city takes on the responsibility of policing Jake’s Way.
