That’s all up to the policies of who they work for. I have placed people under arrest before while working “Security” most are simply not permitted to do so. And they aren’t security there. They are Loss Prevention Agents.
If a security member says I am under arrest they better have a recognizable badge, one that demands respect and if I am told I’m under arrest and I don’t see a gun on the “tool belt” I’m swinging giggling and running. I had my iPhone 6 stolen from my purse while in the checkout line. Loss prevention turned in over to the sherif. They have her and her son (young)on video doing the crime and her license plate.
