1877 - Newhall School District formed, upon petition of J.F. Powell and 47 others [story]

citylogo_sealThe Santa Clarita City Council will consider defining electronic cigarettes as “smoking” and regulating them the same way regular cigarettes are regulated, when the council meets Tuesday evening.

The council first discussed the subject in April and put the move on hold to allow time for consideration of public comments.

The upshot is that under the draft ordinance, “smoking” (defined as holding, carrying, burning, emitting, inhaling or exhaling) e-cigarettes would be prohibited from places of employment, restaurants and bars, city facilities, city vehicles, public places, and city parks, trails and open spaces – except that they could be used in vaping stores and in “bars and restaurants where explicitly allowed by state law.”

ecigThe full staff report appears below. Some highlights:

“Staff has tallied the complaints received by the City regarding the use of ESDs (electronic smoking devices). There were six written complaints and a minimum of 11 verbal complaints. The complaints were primarily regarding use of the devices on public transit and within enclosed public areas, including the mall and public libraries. The changes to the ordinance would prohibit the use of ESDs within all transit vehicles, at transit stations, and within all enclosed public areas, including shopping malls and any library.”

“According to a 2015 study released by the California Department of Health, State Health Officer’s Report on E-Cigarettes: A Community Health Threat, e-cigarettes do not emit water vapor, but instead a concoction of chemicals toxic to human cells in the form of an aerosol. Chemicals in the aerosol travel through the circulatory system to the brain and all organs. Mainstream and second-hand ESD aerosol has been found to contain at least ten chemicals on California’s Proposition 65 list of chemicals that are known to cause cancer, birth defects, or other reproductive harm.”

“Contrary to claims that ESDs help smokers successfully quit traditional cigarettes, there is no scientific evidence proving these devices are viable as nicotine replacement therapy or a cessation aid.”

“With the mounting evidence that ESDs are quickly becoming the primary method of nicotine delivery to youth, and considering the direct marketing the industry has aimed at children and youth, staff is recommending to restrict ESD use in places frequented by children, including indoor shopping areas, movie theatres, public facilities like the City libraries, and public-owned lands like parks, trails, and open space.”

“As reported by Reuters and NBC news, an increasing number of medical marijuana users are now using ESDs as a method of self-administering marijuana (hash) oil or Tetrahydrocannabinol (THC) infused wax.”

  1. Eric Baker says:

Sick of people blowing their vap in my face everywhere I go. If I wanted to breathe all their chemicals, i’d be a smoker too.

  2. Amy Aberg says:

The worst is when people are vaping inside stores and walking around the mall!

  3. Lol Eric baker from arroyo seco ?

  4. Stacy Dailey says:

    Good ban them all together

  5. Alan Difatta says:

Sign sign everywhere a sign, clogging up the scenery breaking my mind, do this dont do that, cant you read the sign..Move on regulators!

  6. As an ex smoker who turned to vaping to quit, and the health benefit I have gained over the last two years by vaping instead of smoking, all I can say to you frickin whiners is shut the hell up until you know the truth about vaping

  7. Good. Blowing smoke into the space of others is rude & obnoxious. It’s sad that laws have to be passed so people would just act decently towards one another but that’s what we’ve devolved into.

  8. What a bunch of whining woosies! My goodness, is there anything that you can not find to complain about? What’s next, the smell of someone’s BBQ? Someone driving a classic car, that does not get 35 mpg? A dog big enough to actually be something besides a barker? Blue shirts? Just a bunch of politically correct morons! ESAD!!

    • Ed Halterman says:

I’m screwed then as I love a good bbq, my 49 year old station wagon maybe gets half the mpg you mentioned, my basset does more than yap and nip at your heels and I have a few blue shirts……..

  9. Farting is more dangerous. I don’t vape, but I know when I’m being fed propaganda.

  10. WOW, I guess proposing a gum ban is next on the agenda!!!!!

  11. I was thinking about this the other day and wondering when a decision would be made The way I look at it, if you want to smoke that’s your biz, but others do not have to inhale your pleasure, go into a room by yourself, or put a bag over your head and enjoy

  12. And Terry, just who are “us”? I do not vap and I go to markets and malls. It has never been a problem anywhere I have been. It is just another thing for you socialist control freaks to whine about! Next time the world spins around, by all means, consider jumping off!

  13. Kathy White says:

    Ridiculous!! Just stop teens!

  14. “considering the direct marketing the industry has aimed at children and youth,” ummm, citation needed!!! Where are the facts for this?

  15. Let’s all move to UK. They just shot down a similar legislation. They see the benefits of vaping for public health and have embraced it. SMH! I thought this country was founded on getting away from so many laws. Now we’re trying to make more? Take our guns, take our vapes, take our rights. This government is no longer for the people.

  16. Paul Mahone says:

Because the heroine problem is a much lower priority.

  17. Good, just as harmful. Just as addictive!

  18. so cal guy says:

Look at all the friendly dialog going here. Puffing in peoples faces, texting & talking while in line, dogs crapping on lawns, calling one another NOOBS! lol.

  19. Hardin Rich says:

Another ridiculous ban done under the guise “for our own good.” Wise up folks, you are giving them far too much power in deciding what is best for us.

  20. The Santa Clarita City Council will consider defining root beer as “beer” and regulating it the same way all alcohol is regulated.

  21. Vito says:

Right there with you Paul Mahone. Lets focus on the heroin problem that are taken our childrens future away!

  22. James Parker says:

Cigarette companies trying to eliminate competition

  23. Joe Solomon says:

Vape vape vape – shut up. What we really need is a strip club on Town Center.

  24. This still has me reeling! This is absurd! I don’t live in the SCV anymore, but it saddens me to see this! This cannot be an amendment on anything labelled “tobacco.” If it should be passed, pass it the right way as a separate bill. You are comparing bonfires and fog machines here. The chemicals being referred in the verbiage of this bill are present in the food we eat every day to include nicotine. Let’s card kids for buying eggplant since you can get 1 microgram of nicotine if you buy 10. If it sounds ridiculous, it’s because it is. I’m not even for calling these life saving devices cigarettes. How many of them even look like cigarettes? Public transit, ok. Libraries, ok. But malls? They are sold in malls! That’s where vapers can try new flavors! And as for the complaints (less than 10) tell them to suck it up! vaping has saved thousands more lives than the amount of people who complain about it. Why waste the city’s time amending a bill to please 11 people when you are just going to piss off thousands of ex-smokers?

  25. Rhonda Soria says:

Vape, cigarette and everything else people smoke is just GROSS

  26. Ed, Santa Clarita is fast following in the steps of Santa Monica. The single most Communist city in America!

  27. tanguy says:

Where i dont think people should be vaping on a bus or enclosed public spaces, i think the implications here are unfounded and all political retoric.
The main point is they are creating mandates based on ONE document and not a number of scientific studies. So they are just taking the word of a document publics listing off some studies done. (almost like a game of telephone)
if you look at this statement
“According to a 2015 study released by the California Department of Health, State Health Officer’s Report on E-Cigarettes: A Community Health Threat, e-cigarettes do not emit water vapor, but instead a concoction of chemicals toxic to human cells in the form of an aerosol. Mainstream and second-hand ESD aerosol has been found to contain at least ten chemicals on California’s Proposition 65 list of chemicals that are known to cause cancer, birth defects, or other reproductive harm.”

To dive deeper you will see that this is based on a paper published not even in the US.

1Department of Civil and Mechanical Engineering, University of Cassino and Southern Lazio, via Di Biasio 43, Cassino 03043, Italy. Electronic address: fc.fuoco@unicas.it.

what are the chances that the situation in italy, the products that they used for the test and the componants that go into their “e-cigarettes” are different than what is used here in teh US (which has a huge variety.
