In an effort to jump-start movement on H.R. 4086, the Rim of the Valley Corridor Preservation Act now stalled in committee in the U.S. House of Representatives, author Rep. Adam Schiff (D-Burbank) has enlisted the aid of Rep. Steve Knight (R-Antelope Valley).

Schiff and Knight co-authored a letter they sent Wednesday to Rep. Rob Bishop (R-Utah), chairman of the House Natural Resources Committee, and Rep. Raul Grijalva (D-Arizona), the ranking committee member, urging the legislation be heard.

“This bipartisan bill enjoys broad support from local leaders and landowners throughout the Los Angeles region and would preserve open space in one of the densest metropolitan regions in the nation,” the letter read in part.

The landmark legislation would add more than 193,000 acres of the Rim of the Valley Corridor to the Santa Monica Mountains National Recreation Area. The Rim of the Valley stretches from the Simi Hills and Santa Susannas, the Verdugos and on to the San Gabriel Mountains, and includes the Santa Clarita Valley, Griffith Park and the Los Angeles River.

“The Rim of the Valley is the critical bridge between the urban city centers, suburbs in the Los Angeles basin and the spectacular wilderness beyond – our bill would help protect these lands for generations to come,” Schiff said in October 2017 upon introducing H.R. 4086.

“As more of this area is developed and open space diminishes, the wildlife it supports is increasingly at risk,” Schiff said. “Congress must preserve the Rim of the Valley for generations to come, but we must act quickly on a bipartisan basis, or this once in a century opportunity will be gone.”

In June 2016, Schiff and then-Sen. Barbara Boxer (D-Calif.) introduced the original Rim of the Valley Corridor Preservation Act, H.R. 5647. The bill died due to the 114th Congress’ failure to act on it.

Schiff and Sen. Dianne Feinstein (D-Calif.) reintroduced the Rim of the Valley Corridor Preservation Act last October as H.R. 4086.

The legislation was referred to the Subcommittee on Federal Lands on October 24, 2017, but has not moved since, precipitating the letter from Schiff and Knight to the Natural Resources Committee.
