The nonprofit Safe Action for the Environment Inc. has launched an online petition and letter-writing drive seeking support for Senate Bill S. 759, authored by Sen. Barbara Boxer to stop the development of a massive sand and gravel mine in Soledad Canyon.
Boxer, D-Calif., has introduced the legislation to resolve a 12-year dispute over the proposed 56-million-ton CEMEX mine just outside the City of Santa Clarita.
“We’re so grateful to Sen. Boxer for carrying this legislation to help protect the communities that would be adversely impacted by this mine,” said SAFE President Andrew Fried. “This proposed mine would cause unacceptable impacts to the environment, would worsen local air quality, and would severely diminish the quality of life for everyone who lives in the region.”
CEMEX and the City of Santa Clarita reached a truce in their dispute in 2007, agreeing to seek a mutually agreeable resolution. Boxer’s S. 759 would provide just such a resolution, by canceling the CEMEX mining contracts for the Soledad Canyon site and compensating CEMEX through the sale of federal lands near Victorville — properties that are currently on the Bureau of Land Management’s “Disposal List.”
“Sen. Boxer’s bill accomplishes the goal of that truce, and time is of the essence — we need to urge its passage,” Fried said. “It’s a win-win-win for CEMEX, the City of Santa Clarita, the residents who live near the mine and everyone who travels through the area who will no longer face the threat of 1,164 new gravel truck trips every day.”

Upon completion, SAFE’s petition will be shared with Boxer, Rep. Howard “Buck” McKeon, R-Santa Clarita, and the members of the Senate Committee on Energy and Natural Resources.
“Our goal is 5,000 signatures, and we’re over halfway there,” Fried said. “Many local residents have signed the petition, and we sincerely appreciate their support for this important legislation. We’re asking everyone in northern Los Angeles County to express their support, too, and help show Congress how vital S. 759 is to our region.”

CEMEX ‘s impact dwarfs the crater of any other local mining project. CEMEX will literally flatten mountains adjacent to the 5 and 14 FWY.
High traffic of trucks projected at 1200 trucks per day will adversely impact 5 and 14 FWY commuter’s traffic time to and from work by adding commute time of another 1-2hrs.
Key people have also projected that the mining project will take over 100 years to complete.
Star Moffatt as your next State Senator, has offered support on the CEMEX issue. It seems there are several things that can be done by community. One way that Moffatt has assisted the community for the health and safety welfare of all Santa Clarita constituents including the Antelope Valley constituents, Moffatt has filed a Title VI Complaint asking for the Federal government U.S. Department of Interior to intervene due to the Title VI Complaint, filed on behalf of protected classes of persons. Moffatt has alleged that aggrieved party will be senior citizens, disabled people, minorities and children. The class of person’s Star Moffatt has chosen, combined with a new Executive Order with a Memorandum of Understanding, binding the Bureau of Land Management, a sub agency of the U.S. Department of Interior, which was signed in 2011.
Time is of the essence because CEMEX and the City of Santa Clarita’s tentative agreement will expire on May 31, 2012.
U.S. Senator Barbra Boxer’s Bill S. 759, is tied at a read level and has not progress to any committee since April 2011. Honorable Boxer needs visible support from community leaders and other legislatures, and other top candidates such Star Moffatt, to push forward with pressuring congress to let S.759 move to the proper committee levels so that the Bill S.759 can resolve the 12 year dispute with the City of San Clarita. If the S.759 is not passed, the mega mining project will have “disproportionately high and adverse human health or environmental.” Another disproportionate high and adverse affect will be persons who commute on a daily basis because with the projected 1200 diesels trucks to be on the 5 FWY and the 14 FWY commuters drive time will now be increased probably another 2 hours and their employers will also be adversely impacted.
Senator Boxer, needs co supporters regarding her bill. Buck McKeon worked on a similar land issue and obtained more than 40 co authors to his bill, and yet Representative McKeon is not willing to put forward the same effort on this Cemex issue.
Despite the fact that 13 years of litigation and millions of dollars of money has been spent on litigation, two Federal Representatives Boxer and McKeon have not moved the case forward enough. The community has had enough of our Representatives not actually representing the communities interests, as such I as the next State Senator want your support in one of three areas: 1. Assist me in supporting the new Federal Title 6 I have filed, 2. Assist me in getting co-authors to support Barbra Boxer’s Bill 479, 3. Assist me in getting support to force Buck McKeon to dust off his original legislation on the issue and get co-author support, like he did in a similar case; It is my understanding that Buck McKeon ran a bill on the issue, but has sat on it, not getting co author support and now changing his position on the bill itself. 4. Assist me in getting Representative Feinstein to support the Barbra Boxer bill.
I as a conservative Democrat, and the next State Senator in Santa Clarita, will step across party lines if necessary, to support my constituents. I will also make my presence known in the Federal Arena, and take over where our current Representatives need help and creativity to move a piece of legislation. By making our presence known, the community and Star Moffatt will assist in obtaining the respective co supporters to Senator Boxer and original McKeon legislation. This effort should help in pressuring Honorable Feinstein to get on board and assist in obtaining a resolution to the Cemex dilema. The alternative will be opening up next Pandora ’s Box in the community. Supporting me in the four respective areas, should assist in either getting Senator Boxer’s Bill moved forward, Get Buck McKeon on board, motivate Honorable Feinstein to assist in the matter, or lastly have the case progress towards another legal hearing, using the highly protected class of persons Star Moffatt has chosen with the impact of the newly signed Executive Order that binds the BLM.
