LOS ANGELES – John Bulinski has been appointed the director of the California Department of Transportation’s District 7, and will oversee the freeway system in Los Angeles and Ventura counties, Caltrans announced Monday.
Bulinski has more than 29 years of service with Caltrans. In his most recent appointment as District 8 Director, he oversaw roadway activities within Riverside and San Bernardino counties.
Prior to that, Bulinski served as the District 2 Director for Caltrans in northeastern California from 2008 to 2015. In this capacity, he was responsible for projects in nine counties.
“This is an exciting time to join District 7 where we are seeing more construction and maintenance projects in the region due to the implementation of SB 1 while also preparing for the future of the region’s transportation systems,” Bulinski said. “I look forward to collaborating with our local partners and communities.”
Bulinski will oversee transportation systems in a dynamic region that boasts 25 percent of California’s population, an annual construction program of more than $2 billion and some of the most innovative solutions to help move people and goods through southern California, and throughout the rest of the world.
District 7 boasts more than 42 freeways and highways with 1,173 freeway and highway miles in Los Angeles County and 300 miles in Ventura County. On average, 111 million vehicle miles are traveled daily on District 7 freeways, equivalent to more than 4,400 global trips.
District 7 also has nearly 2,800 employees, with the largest workforce in construction and maintenance, and others in the administration, environmental, design, program/project management, planning, traffic operations, external affairs and right of way divisions.
Bulinski is a licensed professional engineer and is a graduate of Humboldt State University with a Bachelor of Science Degree in Environmental Engineering.
