Statewide initiative measures declared eligible Tuesday for the November election include a bond to fund water projects, property tax base transfer, regulation of kidney dialysis clinics, and splitting California into three states.
The four measures each earned enough voter signatures to qualify for the ballot, California Secretary of State Alex Padilla announced Tuesday.
Voter approval of “Three New States Within the Current Boundaries of California” or “Cal 3” initiative would initiate a process on January 1, 2019 to secure judicial, state state and congressional approval for the three new states — Northern California, California and Southern California. The process would have a one-year deadline for completion.
In this scenario, Los Angeles County and the Santa Clarita Valley would be in California.
Northern California, or a name to be chosen by the people of that state, would include the following 40 counties: Alameda, Alpine, Amador, Butte, Calaveras, Colusa, Contra Costa, Del Norte, El Dorado, Glenn, Humboldt, Lake, Lassen, Marin, Mariposa, Mendocino, Merced, Modoc, Napa, Nevada, Placer, Plumas, Siskiyou, Shasta, Tehama, Trinity, Tuolumne, Sacramento, San Joaquin, San Francisco, San Mateo, Santa Clara, Santa Cruz, Sierra, Solano, Sonoma, Stanislaus, Sutter, Yolo and Yuba.
California, or a name to be chosen by the people of that state, would include the following six counties: Los Angeles, Monterey, San Benito, San Luis Obispo, Santa Barbara and Ventura.
Southern California, or a name to be chosen by the people of that state, would include the following 12 counties: Fresno, Imperial, Inyo, Kern, Kings, Madera, Mono, Orange, Riverside, San Bernardino, San Diego and Tulare.
If passed, Cal 3 would represent the first split of a state since 1863, when West Virginia broke from Virginia in 1863 during the Civil War.
The initiative was championed by Silicon Valley venture capitalist Tim Draper, who was unsuccessful in getting a six-state split he proposed in 2013 onto the 2016 ballot.

Virginia seems to be doing just fine, as do the Dakotas and Carolinas.
Carolinas split up before the Revolutionary War even started, WV broke off during the Civil War, and the Dakotas (half of which came from leftover Minnesota Territory) formed in the 1880s (of which Montana, Idaho, Nebraska, and Wyoming broke out of that territory as well). Methinks how they got to be “doing just fine” don’t really apply to 2018.
Sure it does. 150 years later, WV is fine. I’d expect the same to be true 150 years from now if CA did this split. There is no law that says the current 50 states must maintain their current size for the rest of eternity. CA is such a huge state. I’ve never had issue with people in SoCal feeling under represented in Sacto.

A short interim of better governance for certain regions would soon have to grapple with the realities of unfunded pension liabilities. Dems bought votes with unions and immigrants using programs that are unsustainable. California is the largest economy in the United States, and as of late April, the 5th largest economy worldwide.
This proposal is a mistake of epic proportions. It solves absolutely nothing and seems more focused on causing the country harm as a whole, than genuinely achieving anything of value.
It’s suspicious that it’s ended up on the general ballot and I question why voters of this state genuinely think, with all facts accounted for and considered, that they will better off in this situation.
Think about who is proposing this and everyone who is backing it up. Explains it all.
