In this episode: SCV continues to lead the county in rabid bats as the 13th local specimen turns up in Canyon Country; City Council ratifies a voter-approved change to the city’s landscape maintenance district; Council OKs “pay to play” redevelopment; More than 17,000 state prisoners will be handed over Oct. 1 to the county, which doesn’t know how it will pay to house them.

SCV Entertainment: Sheriff’s annual “Fun in the Sun” Chili Cook-off this weekend at Castaic Lake; Lombardi Ranch pumpkin festival opens with scarecrow contest Sunday; Canyon Theatre Guild staging new version of “Dracula” with “The Little Prince” for kids.

Finally: County Regional Planning Commission votes 4-1 to send One Valley One Vision SCV General Plan to Board of Supervisors for final approval.
