[KHTS] – The Los Angeles County Board of Supervisors will vote on several consent calendar items affecting the Santa Clarita Valley, at their Tuesday meeting.

County citizens will also have the opportunity to voice their opinion on the 2014-2015 Recommended Budget, at a special meeting on Wednesday.

AB 109 Report

Jerry Powers, the county chief probation officer, is scheduled to give another update on the implementation of AB 109 at 11:30 a.m. during the regular board meeting.

His report will cover the number and status of AB 109 offenders under Probation Department oversight, including the rate of rearrests and active warrants.

The Department of Mental Health, Department of Public Health and the Sheriff’s Department will provide their own report, covering such issues as offenders’ compliance with mental health or substance abuse treatment.

North Saugus Annexation

In order to allow the city of Santa Clarita to annex another portion of Saugus, the county board must vote on a joint agreement between the city and several county agencies that have jurisdiction there.

The 203 acres in question are “located north of the City of Santa Clarita limits, south of the Angeles National Forest, east of San Francisquito Canyon Road, and west of Bouquet Canyon Road,” according to board documents.

If approved, the city, Castaic Lake Water Agency, Newhall County Water District and Greater Los Angeles County Vector Control District would adopt a Joint Resolution and allocate a share of property tax from the area to each agency.

The Vector Control District is annexing the area concurrently with the city, to provide mosquito and vector control services.

A decision by the board would allow the Local Agency Formation Commission to schedule a public hearing about the Vector Control annexation.

In a separate agenda item, the board will also vote whether to release the County of Los Angeles Road Maintenance District and County Public Library system from collecting property tax in the North Saugus annexation area.

“Upon annexation of the territory to the City, the territory will be detached from County RMD No. 5, and withdrawn from the County Public Library system,” according to board documents.

Addressing Deteriorating Properties

The board will also vote on whether to approve the findings of the Building Rehabilitation Appeals Board, regarding six properties in the Fifth District that unsafe, unsightly or unhealthy.

One of these properties is located on Quail Valley Road in Castaic and is no longer safe or in keeping with community standards, due to fire damage.

The Building Rehabilitation Appeals Board is required to meet with the property owner before taking the necessary steps to demolish an offending building.

All required hearings have been conducted, including for the Quail Valley Road property, and the owner has been instructed to repair the damage by May 16 or face demolition.

The properties in question appeared on the list because they “are substandard…, injurious to health, offensive to the senses, and obstructs the free use of neighboring properties so as to interfere with the comfortable enjoyment of life and property,” according to board documents.

Sheriff’s Department Contract

On April 22, the Santa Clarita City Council approved a $21 million agreement with the county Sheriff’s Department for another five years.

The Los Angeles County Board of Supervisors only approves contracts for up to five years, said Capt. Rick Mouwen of the Sheriff’s Department’s Contract Law Enforcement Bureau, in a previous interview.

The basic general law contract figure in 2013-14 covered 8,361,300 minutes of deputy patrols, as well as more than 7,156 hours of civilian services, and other related costs. This cost was up slightly from the 2012-13 contract, which covered 8,253,960 minutes for about $19.35 million.

The county board will vote on Tuesday whether to have the chairman sign individual

Municipal Law Enforcement Services agreements with each contracting city, including Santa Clarita.

The agreements will be effective July 1, 2014 through June 30, 2019.

Budget Public Hearing
