[KHTS] – The Los Angeles County Board of Supervisors will vote on several small community changes for the Santa Clarita Valley at their Tuesday meeting, dealing with issues of lighting and landscaping, water and railway. All the items are on the consent calendar.

The board will decide whether to adopt a Resolution of Intention to levy taxes on zones within several Landscaping and Lighting districts.

The resolution would raise the existing rates for Zone 37 of District 2, also known as Castaic Hillcrest.

If the motion is passed, the board would also set a public hearing date for the proposed levies and assessments.

“In accordance with Proposition 13, assessments shall not be based on property values. Each District and Zone therein is obligated to establish a benefit formula by which assessments are set according to the benefit received from the service or improvement,” according to board documents.

The board is also required to provide affected property owners with a written notice and an assessment voting ballot. If property owners do not vote to approve the increase, it cannot be applied.

The Acton Metrolink Station could receive a second platform, if the board passes a motion to execute a new memorandum of understanding with the Southern California Regional Rail Authority.

The new MOU would allow for design and construction of a second platform at the Vincent Grade/Acton Metrolink Station and maintenance of the improved station,” according to a letter to the board from the county Department of Public Works.

The county originally formed an agreement with the SCRRA in 1999, when the existing Action Station was first approved, but the county was responsible for design, construction and maintenance.

“Under the terms of this MOU, which supersedes the 1999 MOU, SCRRA will design and install Americans with Disabilities Act compliant ramps and construct a second platform with lighting fixtures and passenger shelters,” the letter reads. “SCRRA will also extend the track siding and install and provide ongoing operation and maintenance for the at-grade pedestrian crossing and ticketing equipment.”

The board will also decide whether to adopt the Upper Santa Clara River Integrated Regional Water Management Plan, which was published in February, created by the state Department of Water Resources.

The Santa Clara River Plan is part of the Integrated Regional Water Management Program, which seeks to “encourage integrated regional strategies for managing water resources and to provide funding for both planning and implementation of projects that support management of water supply, water quality, environmental interests, drought protection, flood protection, and reduction of dependence on imported water,” according to board documents.

By adopting the Santa Clara River Plan, the county would be able to apply for future grants from the DWR.

An approval by the board would also “authorize the Chief Engineer of the Los Angeles County Flood Control District or her designee to vote as a member of the Regional Water Management Group for the Upper Santa Clara River Integrated Regional Water Management to adopt this Plan,” according to the agenda item.
