[DA Lacey] – Los Angeles County District Attorney Jackie Lacey announced new leadership Monday for the county’s fourth largest law enforcement agency.

District Attorney Lacey appointed retired Torrance Police Chief John J. Neu to serve as chief of the District Attorney’s Bureau of Investigation. He will succeed Dominick Rivetti, the retired San Fernando Police Chief who retires on Aug. 1, after 14 years with the District Attorney’s Office.

District Attorney Lacey also named Capt. Kris C. Carter as assistant chief of the Bureau of Investigation. She will fill a vacancy left by George Mueller, a 27-year veteran of the District Attorney’s Office, who will become the Deputy Commissioner of the California Department of Insurance’s Enforcement Branch.

“John is an innovative leader in law enforcement,” District Attorney Lacey said. “He will bring valuable experience to this office as we continue to confront increasingly sophisticated high-technology frauds and other crimes that affect the quality of life in Los Angeles County.”

“Kris has demonstrated outstanding skills, leadership ability and commitment,” District Attorney Lacey said. “She has dedicated her career to the Los Angeles County District Attorney’s Office and supports its mission to protect our community through the fair and ethical pursuit of justice.”

The Bureau of Investigation employs nearly 300 peace officers. Neu is scheduled to assume his new post on Nov. 1. Carter will assume her new role on July 18; she will serve as interim chief until Neu is sworn in.

Neu was born in Redondo Beach and raised in Torrance. He began his law enforcement career with the Pasadena Police Department and transferred to the Torrance Police Department in 1985, rising to the rank of captain in 2002. He was Torrance Police Chief from 2006 to 2014. He currently serves as interim chief of the Redondo Police Department. He holds a master’s degree in criminal justice from Chapman University.

Carter was born and raised in Compton. After graduating from the University of Southern California with a bachelor’s degree in psychology, Carter joined the Los Angeles County Sheriff’s Department. She started with the District Attorney’s Office in 1994 and served in several assignments. Carter was assigned to the FBI Joint Terrorism Task Force from 2001 to 2007. She was promoted to lieutenant in 2008 and to captain in 2013.
