The 15-member SCV Water board has approved the dissolution of Valencia Water Company, formally transferring assets, property and liabilities as well as all VWC employees into SCV Water.

“With tonight’s actions, we deliver on the promise of elected representation for all water customers in Santa Clarita Valley,” said Bill Cooper, president of the SCV Water board of directors at the board’s second meeting of the year Thursday.

Previously a private water company, VWC was purchased by the former Castaic Lake Water Agency in 2012.

The dissolution is expected to be complete by January 31, 2018. As specified in SB 634, authored by Senator Scott Wilk, this action is the final step to unify the four largest water providers which serve most of the Santa Clarita Valley.

It follows the January 1, 2018 inception of SCV Water, when CLWA and Newhall County Water District became one entity. SB 634 also established electoral districts, insuring equal elected representation for all water customers within the boundaries of SCV Water.

“An integrated approach to water supply and delivery in the valley means a better use of our resources,” said Cooper, “environmentally and financially.”

Well now, all of the water (surface and subsurface) of the SCV is in the hands of one nearly independent semi-governmental agency. Not all of the water in this Valley has yet to be cleaned up but we should not worry. Our new Agency, formed through a legislative act that did NOT require local votes, will take good care of us because that is what we wish.

This not a rant, it is just a very brief description of what is to come.

The three new districts will have elected Representatives to the Board of SCV Water. That replaces the multiple elected officers of the four water purveyors in this valley. That does not include the formerly elected officers of the Castaic Lake Water Agency, a state licensed semi-governmental agency that was responsible for bringing wholesale Cal State Water into the SCV to be distributed by the former local water agencies. There was a reason for that separate control of water out here in the semi-desert. Apparently that reason no longer exists.

It’s all now wrapped up into one big package. With only three elected officers. Do you feel better represented?

Did you even notice? Of course not. And you won’t notice until something changes, like licensing, pricing, and approvals of developments that would have a difficult time getting their “water service” approvals to keep the county and state happy.

Nobody cares unless the water is turned off, and the responses to this change will languish in infinity until something goes wrong.

I hope that all you people who paid no attention to this will live to NOT regret it.

Jim – it’s not a “semi-governmental agency.” It’s a government agency, just like a city or county or school district is a government agency.

Aw, c’mon Leon I’m aware of that – I read all about it back when CLWA sucked up the SCWC and then Valencia Water. That was just a bit of opinion on my part. I used that term because I find it just a bit precious that such an agency is now 94% (an estimate) in control of All the water in the SCV and that this agency was created without a full vote of the paying water users in the previous local agencies. I also look at the number of elected Board members of the new SCV Water Agency – a total of three – and compare that with the number of elected officers of the subsumed/inhaled/sucked up former Valencia Water Company, Santa Clarita Water Company and Newhall County Water District.

There is no comparison between the past representation and our Brand New Water Leaders. Except of course for the The Five Tsars and Tsarinas of LA County.

Does that somehow look to you like fair representation for the customers/water users and payers?

I’m just glad that I don’t own acreage with it’s own water rights here in the SCV. Anybody who does might be in for a very rude awakening. But that’s a State matter, so who cares?

It’s just that you made it sound like it was something other than a government agency. It’s a government agency, regardless of how it was foisted on you. At its first election there will be 14 elected + 1 appointed, then that number will be reduced until there are 9, all elected.
