Supervisor Kathryn Barger released a statement in response to the Chief Executive Officer’s release of the recommended county budget for 2017-18.
Supervisor Kathryn Barger issued the following statement: “While this proposed budget represents a balanced strategy that funds vital programs and services, the county is entering a period of significant uncertainty, with the fiscal impacts of changes to the political and economic landscape largely unclear.” she said. “I will be introducing a motion tomorrow to emphasize our role as responsible stewards of taxpayer funds and enhance the County’s commitment to fiscal responsibility,” she added. “The motion includes a number of potential strategies to strengthen our existing fiscal practices.”
Supervisor Barger’s motion directs the Chief Executive Office, in consultation with County Counsel, to report back on the feasibility of incorporating fiscally prudent practices into the budget development process, including requiring the utilization of a cost offsetting approach to new funding decisions, the development of a realistic sustainability plan for new programs, and increasing the rainy day fund requirement above the current level.
“The Board’s adherence to a conservative budgeting approach has helped the County weather fiscal crises and economic downturns – such as the Great Recession – without layoffs, furloughs, or extensive cuts in service provision,” she continued. “Although the County has recently enjoyed several years of economic growth, given the fiscal uncertainty and financial pressures currently facing the County it is important for the Board to evaluate whether there are additional best practices that could further strengthen the County’s financial position.”
