[FSCS] – Saturday July 6 at Del Norte High School in San Diego was the scene of the last game in the NPSL 2013 season. In a game that was two determine who would win the 2nd seed in the 2013 playoffs. the Storm needed a win to move on and the Flash only needing a tie.The game did not disappoint as it seen two penalty kicks one saved and one pulled back by the official followed by a misapplication of the FIFA LAW14. And the Flash move on because of this misapplication of the rules.

The Storm scored first in the 7th minute as Robbie Gouk gathered the ball 20 yards out and fired a volley that left the Flash keeper helpless. Then in the 36th minute Flash tied it up with a goal and the game stayed that way and in the 74th minute a foul was called on the Storm and Flash was awarded a penalty  kick , but Miguel Lopez the Storm keeper came up big and saved the shot and held the game tied.  In the 85th minute of play the Flash was the ones who fouled the Storm in the penalty area and a kick from the spot was awarded to the Storm . The Storm scored and then the controversy began. The Storm goal was called back claiming infringement.

Infringement is when a player from the team taking the kick moves in to the penalty box before the kick is taken. When that happens according to FIFA  law 14 if the goal is scored and an infringement is called the kick is to be taken over. Well this official decided to change the rules of FIFA  and gave the ball to flash to take an indirect kick. Therefore handing the game to the Flash. After much protesting and appeals the NPSL in it’s wisdom decide just to let the Flash move on and let the change in the rule stand.

Of course the officials all four have been suspended from the NPSL but the Storm remains robbed of what was and excellent year and there chance to move on to the 2013 playoffs for the second year in a row.
