The next meeting of the Los Angeles County Board of Supervisors is set for Tuesday, November 21, starting at 9:30 a.m.

Agenda highlights include a proposal to by Supervisors Solis and Barger to extend Winter Shelter Program operations by one month, through March 31, 2018 (Item 6); support of a federal ban on assault weapons (Item 7); and recommendation of a $15,000,000 settlement for a lawsuit alleging Federal civil rights violations for an arrest, conviction, and 27-year incarceration for a murder the plaintiff alleges he did not commit. (Item 41).

Top recipients of the L.A. County Department Recognition Awards recognized for leadership in contracting excellence.

The Paramount High School Varsity Football Team honored for winning the San Gabriel Valley League Championship.

Victoria Pipkin-Lane celebrated in recognition of 30 years of dedicated service upon retirement from the County.

The Azusa Police Department’s Homeless Assistance Liaison Officer Team, commended for their efforts in assisting the homeless population in the East San Gabriel Valley.

Supervisors Hahn and Solis instruct County Counsel, Public Health and the Treasurer and Tax Collector’s Business License Division to prepare an ordinance that establishes massage parlor health and safety requirements. (Item 3)

Supervisor Hahn directs the Chief Executive Officer, along with the Los Angeles Homeless Service Authority and other stakeholders, to develop a plan to address the encampment issues along the Alameda Corridor. (Item 4)

Supervisor Barger finds the former High Desert Multi-Ambulatory Care Center is not currently needed for County purposes; and that the 24-Hour Winter Shelter Services provided by The Salvation Army are necessary to meet the social needs and serve public purposes. (Item 5)

Supervisors Solis and Barger direct the Chief Executive Officer, in conjunction with the Los Angeles Homeless Services Authority, to extend Winter Shelter Program operations through March 31, 2018. (Item 6)

Supervisor Ridley-Thomas directs the Chief Executive Officer to send a five-signature letter to Senator Dianne Feinstein, Senator Kamala Harris and the Senate leadership in support of S. 2095, the Assault Weapons Ban of 2017. (Item 7)

Supervisor Ridley-Thomas authorizes repurposing Victoria Golf Course into a State-of-the-Art Community Recreational Center. (Item 8)

Approval sought for an appropriation adjustment that increases the Office of Diversion and Re-Entry’s appropriation by $3,901,000 to be used exclusively by the Youth Diversion and Development Unit. (Item 15)

Approval sought for a new 25-year ground lease for Santa Monica College for the use of approximately 128,500 square feet of land at the Malibu Civic Center and 189 on-site parking spaces. (Item 16)

Authorization sought for the Chief Executive Officer to execute a contract with Ventiv Technology to develop a single Risk Management Information System. (Item 17)

Authorization sought for the Acting Director of Children and Family Services to amend a contract with Pacific Toxicology Laboratories to accommodate the increased usage in the Department’s Drug and Alcohol Testing Program. (Item 21) 

Approval sought for an ordinance for introduction to amend the gas pipeline franchise granted to Southern California Gas Company to extend the term of the franchise for one year through December 31, 2018. (Item 26)

Approval sought for an ordinance for introduction to amend the electrical transmission and distribution franchise granted to Southern California Edison Company to extend the term through December 31, 2018. (Item 27)

Authorization sought for the Director of Public Works to participate in transit information sharing programs that facilitate the sharing of public transit information for bus routes and traffic conditions. (Item 33)

The Claims Board recommends a $15,000,000 settlement for a lawsuit alleging Federal civil rights violations for an arrest, conviction, and 27-year incarceration for a murder Plaintiff alleges he did not commit. (Item 41).
