Senator Sharon Runner, R-Antelope Valley, issued a statement Tuesday about the University of California’s enrollment, executive compensation and budget audit.
The report concludes that the University of California has “failed to put the needs of residents first and has made substantial efforts to enroll non-residents who pay significantly more annual tuition and fees.”
“The findings of the State Auditor are condemning, but not surprising. The University of California has obviously lost sight of its primary obligation to serve California’s hardworking students,” said Runner.
Earlier this year, Runner introduced Senate Constitutional Amendment 12 which would require the University of California to disclose the academic profile of the incoming freshman class on each campus website, including average grades (GPA) and average test scores (SAT) for in-state, out-of-state and international students.
The State Auditor’s report discloses that the University of California “lowered the admission standard for non-residents and admitted 16,000 non-residents over the past three years with lower academic scores” than California residents admitted at the same campus. SCA 12 would address this problem by preventing the University of California from admitting out-of-state or international students who as a group have lower grades or standardized test scores than California freshman admitted to the same school.
“The University of California is a public trust and must serve the people of California. SCA 12 will establish a much needed level of transparency and ensure that in-state applicants are treated fairly. California’s best and brightest should not be rejected while the University of California admits less qualified out-of-state and international students who are willing to pay more,” said Runner.
