The Los Angeles County Board of Supervisors on Tuesday will consider taking the steps necessary for the Local Agency Formation Commission to add the Copperstone community and a future Soledad Canyon shopping center to the city of Santa Clarita.

Copperstone is a 69-acre community of 428 single- and mutli-family homes at the northeast corner of Copper Hill and Decoro drives.

The city was originally planning to annex Copperstone as part of a larger annexation of the nearby Tesoro Del Valle subdivision, but the city backed away when the Tesoro developer and homeowners association objected.

However, according to a city staff report, there was no opposition from Copperstone, so the city is moving forward with that neighborhood alone.

Soledad Commons is a future 64,744-square-foot shopping center to be sandwiched between Soledad Canyon Road and the 14 Freeway just east of city limits in Canyon Country.

State law stipulates that before LAFCO can consider approving the annexations, the city and county must address the fiscal impacts by negotiating a reallocation of the property taxes.

According to county staff reports, the county would transfer $93,006 in property taxes annually for Copperstone and $1,593 annually for Soledad Commons to the city.

In addition, the two areas would be removed from their current county road maintenance districts, lighting districts and the county library system. Those services would be provided by the city after annexation.

Also shifted from the county to the city would be a 10-home share of the county’s regional housing needs assessment.

If the supervisors approve the tax shift, LAFCO can schedule hearings on the annexations. LAFCO ultimately approves or denies annexation requests.
