A number of issues were discussed at the July Chamber Government Affairs & Transportation Committee (GA/TC) meeting-from transportation and County issues to law enforcement and legislative updates. GA/TC Co-Chair and Poole & Shaffery partner, Hunt Braly brought the meeting to order. Braly brought up the Downtown Newhall Laemmle Theatre Mixed Use project on the Council agenda that night-and was green-lighted as reported inThe Signal.

Jaime Garcia with the Hospital Association of Southern California made a presentation on the Medi-Cal Funding & Accountable Act. GA/TC members voted in favor of the Chamber taking a position.

Dante Acosta, Field Representative for CongressmanSteve Knight (R-Antelope Valley), spoke on support for a number of bills: (1) the Western Water & American Security Act (H.R. 2898) which would help California farmers; (2) the Ratepayer Protection Act of 2015 (H.R. 2042) dealing with carbon emissions (basically saying there should be no shutdowns of plants until all legal challenges are done); and (3)H.R. 2510 dealing with Depreciation Tax. Acosta said there was a new effort in relation to stopping any Cemex mining.

Vanessa Wilk, Field Deputy for state SenatorSharon Runner (R-Antelope Valley), brought up a number of legislative items of interest: (1) SB 49dealing with single candidate elections; (2) SCA 8calling for an increase in elected County Supervisors based on population; (3) SCA 7dealing with improving roads without raising taxes; SCR 80 on the U.S. Women’s Soccer team; and ACR 89 on renaming the Golden Valley Bridge the Connie Worden-Roberts Memorial Bridge.

Patsy Ayala, Field Representative for Assemblymember Scott Wilk (R-Santa Clarita), reported on a number of items: (1) AB 6 on High Speed Rail Bond – School Facilities; (2) AB 85 on the Bagley-Keene Open Meeting Act: (3) AB 240on State Park Passes – War Heroes; (4) AB 346on Presenting Your Face During Law Enforcement Detainment (signed into law by Gov. Brown); and several more.

About the SCV Chamber Government Affairs & Transportation Committee
Our Government Affairs & Transportation Committee (GA/TC) reviews legislative bills and issues brought before them from local, county, state and federal sources, and crafts policy positions for Executive Committee and Board of Director’s support or opposition.
The GA/TC also looks over and considers policy position statements on local bond issues. Candidates running for public office on the local level can present before the GA/TC for possible Chamber of Commerce endorsement.
It meets on the 2nd Tuesday of every month at 10:30 a.m. in the Chamber boardroom. Hunt Braly and Victor Lindenheim are the GA/TC Co-Chairs. Next meeting: Tuesday, August 11th.

County & City Matters

Dave Perry, Field Deputy for Supervisor Michael Antonovich, spoke to a number of issues: (1) the County budget (and funding priorities) for the new fiscal year; (2) the proposed Minimum Wage increase (subsequently voted on and passed by the Board of Supervisors); (3) Superscoopers arriving mid-August and will be housed at the Van Nuys airport; (4) Success of the D.I.S.A.R.M. program; and (5) AB 353 still moving forward regarding habitat restoration in Bouquet Canyon.
Richard Yribe with the L.A. County Public Works reported that improvements to the Old Road continues, along with project costs for two projects in the area-both widening and other improvements.
Mark Dierking, Community Relations Manager for Metro, spoke about incentives in the Antelope Valley to boost ridership, advertising on Facebook, Waze and direct mail-all of which comprises the most aggressive marking they’ve done in a long time.
Marsha McLean, Mayor for the City of Santa Clarita, reported on the recent North County Transportation Coalition meeting and how the mobility matrix was widely discussed as part of the Measure 2 conversation. Mayor McLean emphasized that Santa Clarita is the fastest growing area and yet it is the lower group of the $2 billion total amount. She also mentioned the Town Hall Ice Cream Social at City Hall on August 15th-open to the public.
Mike Murphy, Intergovernmental Relations Officer for the City of Santa Clarita, spoke about Cemex and Councilmembers Bob Keller and Laurene Weste being in DC to meet with the Dept. of Interior and Bureau of Land Management. Murphy also mentioned the City continues to monitor AB 278 authored by Roger Hernandez which would affect the way elections are run in Santa Clarita.
Ian Pari, Senior Traffic Engineer for the City of Santa Clarita, was not present.
Nancy Starczyk, 2015 Southland Regional Association of Realtors Government Affairs Chair, spoke to major changes coming to the real estate market depending on pending legislation.

Traffic & Law Enforcement Reports
CHP
California Highway Patrol (CHP) Officer John Lutz spoke to the CHP’s mission of providing the highest level of safety, service and security for the people of California with the goal of preventing injury and/or death on the state’s roadways. Some of the departmental focus lies on the 3 major contributors to California’s mileage death rate: (1) Speed; (2) DUI; and (3) Seatbelt Violations. Officer Lutz also touched upon the area’s aggressive approach to the prosecution of drivers in DUI-related collisions involving injury and/or fatality.
