LOCATION:  31500 Block of Castaic Road, Castaic

SUSPECT:  Male Adult

UNIT:  Homicide Bureau – Lieutenant Mendoza

NARRATIVE:

Los Angeles County Sheriff’s Department Homicide Bureau detectives responded to a Deputy-Involved shooting that occurred at the 31500 block of Castaic Road, on Tuesday, Aug. 2, at approximately 9 p.m.

According to investigators, deputies attempted to stop the suspect after they recognized him from previous interactions and knew he was on probation for a narcotic violation. When the suspect fled on foot, deputies followed him and eventually made contact with him. It was at this time that a Deputy-Involved Shooting occurred.

The suspect, who has now been identified as William Bowers, a 51 year-old male White adult, was struck by gunfire in the upper torso and was pronounced dead at the scene.

No deputies were injured during the incident.

The investigation is on-going.

There is no further information available at this time.

Whenever a Deputy Involved Shooting occurs involving Los Angeles County Sheriff’s deputies and it results in the wounding of a suspect, multiple independent investigations immediately begin at the scene.  These include separate investigations by the Sheriff’s Homicide Bureau and Internal Affairs Bureau.  The Los Angeles County Sheriff’s Department immediately notifies the Office of the Inspector General who sends a representative to the incident scene and provides independent oversight throughout the investigative process.  Once concluded, every aspect of the shooting is reviewed by the Sheriff’s Executive Force Review Committee.  The Office of the Los Angeles County District Attorney also participates in the investigatory process and conducts a legal analysis of the shooting.

I saw him everyday and he always made sure me and my girls were safe. I am not a junkie and wouldnt allow a junkie around my family. Rumors is the wrong way to post anything about him if you didnt know him. He was harrassed on a daily basis by the cops and never once did he try to run or make any kind of threats to them. My friend was with him when this happened and made it clear that the officer had no right to kill him cause he was no threat.       White. Its not so much a race issue as it is a class issue. Poverty stricken areas have a heavy police presence. Regardless of the race they are to quick to shoot first and ask questions later. It just happens to be Latino and African Americans in this area the most. We need class equality in this country and our police to change the macho “us against them” attitude.

    Awesome town comments, people tagging their entire friend list, wanna be detectives and wanna be counselors all on this site without having seen this incident take place, without knowing the facts of what happened before the news got hold of the story. Most of the info on this came from a witness. Agree it does not look good based upon the short story (unarmed, walking away, gets shot) that does not look good. Lets see how the long story goes once we get “all” the facts and hear both sides to the story.

  28. I saw the whole thing go down as I was driving by. The cop pulled over in front of the semi truck with lights on and jumped out with gun drawn. He yelled at the suspect “get on the ground!” And immediately shot him in the stomach. The guy hit the ground. No gun or knife in site. Now I don’t know why the cop felt like he had to use leather force but maybe he saw a gesture that I couldn’t see and acted on it. As far as what I witnessed, it looked like excessive force to me.

    THe deputy who shot the gun at Bill was supposed to give a “statement” on THur (8/04). Okay, well Thursday has come and gone now. Has anyone heard ANYTHING further about the investigation(?), and/or the statement given by the deputy and his account of what happened during this incident (that occurred around 9pm on Tues (8/02)? Bill was shot one time in his “upper torso”. One shot from one deputy, yet we still have not heard this deputy’s side of the story. Why did they wait almost 36 hours before taking this deputy’s statement?? He fired his weapon, the bullet hit Bill in the chest, killing Bill…and for two days no one questions the individual who pulled the trigger of the gun that ENDED another person’s LIFE?? ????????????
