Sheriff Jim McDonnell announced his full support Thursday for increased public disclosure of data and statistics maintained by the Los Angeles Sheriff’s Department in regard to civilian complaints, use of force, discipline and officer involved shootings. This disclosure of data – when it does not disclose personnel information linked to particular officers — was proposed in a report delivered by the Office of the Inspector General to the Los Angeles County Board of Supervisors this week.
Sheriff McDonnell noted: “I have a firm commitment to ensuring that the work of our Department — including our progress and our challenges — is as transparent and accessible as possible. I embrace the need for enhanced data disclosure and have asked my executive team to work with other partners to develop a comprehensive transparency plan that will create a vehicle for posting key data in a format and manner that is understandable and accessible to those we serve.”
The Sheriff explained, “Public access to internal management information such as the number and nature of deputy-involved shooting incidents, force incidents, public complaints against Department personnel, and instances of personnel conduct that result in discipline is not simply a law enforcement best practice, but also something our community has a right to expect from us. I strongly agree with the Inspector General that the time for the Sheriff’s Department to put such reporting in place is now.”
The Department is exploring utilizing its internet public website as a portal to, or as the location of, such management data, which is already being collected, assessed and used by Department managers and executives for better-informed decision-making. Implementing the posting of this information is a top priority for the Department.
