The Hart School District is pleased to announce that all parties have reached a settlement in the litigation regarding the Castaic High School Environmental Impact Report.
Through the settlement process, the issues identified in the EIR and the concerns of the community have been clarified and addressed. The parties have worked together to address the concerns that were raised, in order to provide community confidence and support for the much needed Castaic High School.

The parties believe the settlement achieves the goals of the parties while minimizing potential adverse impacts to the environment and surrounding community. The highlights of the settlement agreement include:
• The County will work with the District and Romero Cyn LLC to diligently and without undue delay process all applications for road, drainage, grading and other permits it is asked to review in connection with the Castaic High School project.
• The northerly access route will service the high school from the I-5 freeway up Sloan Canyon Road to Mandolin Canyon Road.
• The southerly access route will service the high school from Valley Creek Road, Barringer Road, Sloan Canyon Road to Hillcrest Parkway. This road will be completed as soon as possible, with a target goal of 2018.
• The District will offer for dedication to the County a trail easement within the school site project area. The trail easement will be able to connect to future County trails outside of the project.
• The District, Romero Cyn, LLC, County and Citizens For Castaic will work together in an effort to secure funds for the construction of the southerly access route and the future multipurpose trail system.
• Lighting at the school will be installed to minimize light spill onto adjacent and surrounding properties.
• Oak trees will be replaced at a 2:1 ratio.
With the provisions included in the settlement, Citizens for Castaic fully supports the school project, its location and the access routes. The District, Romero Cyn, LLC, County and Citizens for Castaic are committed to continuing to work together to ensure the best school for the community, and a school that everyone can be proud of.
“The parties have worked diligently together to resolve some very complicated issues,” Rob Challinor, Superintendent, said. “Now that we have reached agreement and the parties are working together collaboratively, we are confident that the project will move forward and that the school will be built as soon as possible.”

This will be a HORRIBLE nightmare for Castaic: “The southerly access route will service the high school from Valley Creek Road, Barringer Road, Sloan Canyon Road to Hillcrest Parkway. This road will be completed as soon as possible, with a target goal of 2018.”
1. With two schools currently on Hillcrest Parkway– elementary and middle schools– the addition of high school traffic will easily double what we see on Hillcrest.
2. With two school zones (operating at different and somewhat random times and flashing indicators being inaccurate and random), expect HUGE numbers of speeding high school students going up and down that hill, posing great danger to the school crossings. I predict longterm police radar on Hillcrest from now on.
3. The roundabout at Hasley Canyon will absorb all the new traffic to the high school, probably doubling it. When the new subdivision goes in near Hasley Cyn and Val Verde, the traffic there will quadruple, probably 1,000-2,000 EXTRA vehicles PER DAY.
4. Traffic on The Old Road from Hasley Cyn to Hillcrest Parkway will come to a standstill in the morning and and afternoons as that left turn will be the most-utilized route to all three schools (and The Old Road is ONE lane for 1/4 mile up to that light.)
5. The rustic and wonderful tree-lined ranch properties along Sloan Canyon between Hasley and Hillcrest– a wonderful throwback to the days of the old west– will be ruined. The dirt road which borders ranches with a hundred horses and livestock will be paved and lighted. Shawn Howell’s 100 year-old historic Sloan Home will now have a big paved road in front and hundreds of high schoolers racing past it twice a day.
I suspect there may have been another location that could have been MORE damaging to the lives of those in rural Castaic, but I cannot think of one. We live here precisely to ESCAPE such madness that defines the rest of Los Angeles County. Citizens for Castaic does not speak for us and has caved to The Man. It is a tragedy that will have impact for hundreds of years, while stripping hundreds of years of western history from this treasured and rare land.
I guess we better start looking for somewhere else to live. Like tens of thousands of other Californians sick of so-called “progress”, Texas immediately comes to mind…
