Quick Summary / Abstract:
Adoption of the 2017/18 Local Control and Accountability Plan (LCAP),
which was presented at a public hearing on June 14, 2017.
Rationale:
As part of the Local Control Funding Formula, school districts are required
to develop, adopt, and annually update a three-year Local Control
Accountability Plan (LCAP). The LCAP is required to identify goals and
measure progress for student subgroups across eight state priority areas.
Districts must include in their LCAP actions, services, and expenditures to
be used to support students district-wide, as well as additional actions and
services for low-income students, English learners, and foster youth. The
LCAP and the district budget must be presented at a public hearing prior to
the board meeting at which the LCAP and the budget are adopted.
Developed with input from parents, teachers, administrators, students, and
the Hart District Teachers Association, the goals identified in the Hart
District’s LCAP include:
Ensure all students have access to highly qualified teachers, school
site guidance counselors, Common Core State Standards (CCSS)
aligned textbooks and materials, and safe and uncrowded school
facilities in good repair.
Increase and improve student achievement by providing rigorous
and CCSS aligned curriculum and instruction in English, math, and
social studies, and Next Generation Science Standards.
Increase and improve student achievement by providing rigorous
and standards aligned curriculum and instruction in English, math,
social studies and science with additional support for English
learners, students with disabilities, and socioeconomically
disadvantaged students.
Cultivate a safe and positive school culture that supports all students’
personal and academic growth and encourages parent engagement.
Recommended Motion:
Adopt the updated Local Control and Accountability Plan (LCAP) for the
2017/18 school year.

V.B. 2017/18 Budget Adoption

Quick Summary / Abstract:
A public hearing to receive comments relative to the District’s proposed
2017/18 Budget was held during the June 14, 2017, Governing Board
meeting. The final 2017/18 Budget is attached and presented to the
Governing board for adoption, consistent with the requirements of the
California Education Code Sections 42103 and 42127.
Financial Impact:
As reflected in the attached 2017/18 Budget.
Recommended Motion:
Staff recommends the Governing Board adopt the 2017/18 Budget as
presented and forward to the Los Angeles County Office of Education for
approval.
