nancysternThis is a cautionary tale about something that is currently occurring in our community and could easily spin out of control as it has in Malibu, Thousand Oaks, Huntington Beach and many other areas. What I am talking about are substance abuse treatment facilities.

I am not talking about sober living homes, group homes or halfway houses. I am talking about what amounts to private psychiatric hospitals which are being created in regular single-family zoned neighborhoods. We have such a place in the 23300 block of Happy Valley Drive in Newhall.

Now please bear with me. I have nothing against the patients who have legitimate problems. My problem is with the operators and our officials. Anyone can open one of these places; it is actually encouraged by the politicos because they get federal moneys for every one of these places which open.

The owner of this house – who has no experience in the area and sees this as a “business plan” – will get approximately $25,000 per month per person. That is a potential income of $150,000 per month. The owner doesn’t even live in SCV. He bought this house for the sole purpose of opening this business. Meanwhile, the rest of us homeowners get to see our property values decrease. We will have to disclose the facility’s existence if we want to sell.

We are a small cul-de-sac of 20 homes, and yet the owner will have six people living there, plus 24-hour staffing, therapists, family therapy meetings along with visiting days, a yoga instructor, acupuncturist, hypnotherapist, on-call psychiatry, music and art therapy instructors and marriage counselors. They have a total of three parking spaces on their property.

We have had car break-ins, and we have found syringes on the street. We have observed one resident stash his “drug kit” in a neighbor’s shrub, and we have an endless supply of cigarette butts littering the area.

We have had one resident walk up and down the street literally eating plants and screaming out four-letter words while flaying his arms about.

The owner has out-and-out lied to the inspectors and to our city officials.

While this facility is classified as a non-medical facility, it offers detoxification and is treating people with eating disorders, PTSD, sexual abuse, trauma, anxiety disorders and other mental conditions including predatory behavior.

This facility is within 1,500 feet of two schools, and kids are always walking to and from on Valley Street.

Zoning laws do not apply. These places are exempt, and one could easily pop up next door to you. Even areas with HOAs are at risk. And the smaller ones with six or fewer residents have little or no oversight.

We have been fighting this for more than a year and have attended innumerable private meetings with the local officials including the city manager and attorney. We have hired our own attorney, and we have provided them with all sorts of proof. They all just shake their heads and shrug and tell us how sorry they are.

Recently we were told the facility – which isn’t supposed to be a medical facility – can have doctors working there as long as they do not do anything medical. Can anyone think of a single job a doctor in someone’s employ could do that is not medical, beyond being an administrator? Can anyone think of a non-medical use for an on-call psychiatrist? And with all of the privacy laws, how do you prove something “medical” is going on? When I asked that same question, I got no answer beyond the fact that it is allowed.

They closed down a local homeowner out here for giving an occasional tennis lesson in his backyard – but for this they have done nothing. And remember those cities I mentioned above? Thousand Oaks has one such facility which has had 300 EMS calls in one year. That is almost one per day. In Malibu, whole blocks have these facilities. Huntington Beach saw the number of such facilities go from 25 to 75 in one year. And in Irvine, one is facing a $10 million lawsuit because a young man died while under their incompetent care, doing the same thing this facility is doing.

So I urge you. If you do not want to see this happen in our valley, contact Assemblyman Wilk and Rep. Knight and others out there and let them know this has to stop.

We have been in our home for 21 years and have done everything right, and now things are becoming unbearable.

    La County in the past few years has forced the city to take section 8 housing.

      Nothing to do with section 8 housing and I have no problem with section 8 housing. I rather have that than children homeless wandering the streets because mom can’t afford s place to live

      Yea, because all poor people are criminals and deviants. You do realize that most burglaries are by people who come from neighboring cities. Who wants to rob their neighbor? That’s stupid. In addition, any person is more likely to get molested or raped by a family member or trusted guardian, close friend etc than a random person off the street. Ridiculous.

    • FYI I called park Sierra, colonies, river park, river ranch, sand canyon, Sierra cyn, cyn Villas, the village, ECT and none of them except section 8. River park & sand can do however offer low income housing to qualifying families starting @1,200 + for two bedroom apartments.

  9. This has nothing to do with illegal immigrants. If you read the article it states that this is happening in several “middle class/upper class” areas. As a homeowner and a parent damn right I would not want a facility that does not have the proper administration running a house like these. It has nothing to do with ignorance or thinking I am better than anyone else. It is about protecting what I have worked hard for and more importantly my family. Glad to know there are concerned citizens letting others know about the situation.

    • Nancy as a rehab nurse….I think you have so many misconceptions…yes they do have doctors on staff…but your ignorant in the fact that not all places are there to interefer with YOUR life….they are there to help promote sobriety…not everyone in a rehab is there for drugs… Some have PTSD from coming back from war…and since the VA hasn’t done squat to help these people…and if u truly found a needle in the street…then u should have contacted the sheriff….who says it came from that rehab center….I worked for a place that had a patient pass away because the patient wasn’t truthful with us and when u mix opiates and a certain kind of drug they use to counter act the drug it can cause harm….yes their are staff there 24/7 for the safety of everyone….I find your article rude, condescending as well as unenducated!! You obviously have never had to deal with someone in your life battling any sort of addiction….it’s a disease…I would hope & pray that you do your research before bashing people that are sealing help…your lack of compassion is truly sad & maybe you need to seek some therapy!

    • Whether a group home should be allowed in a residential neighborhood might be a matter of debate, but laws are being violated if there are syringes in the street and so forth. (Which we know through our own investigations to be the case.)

    • But are those syringes 100% coming from that facility??? We have found syringes in parks that our children play at!!!

And addiction is a disease….did you know that 78% of addiction cases start with some sort of either am accident or surgery where the patient is given narcotics?? And heroin is extremely prevalent in good ole awesome town!! Not just in cc, or Valencia or Saugus…it’s everywhere….so your solution is to kick the people out and send them back on the streets???? As a nurse and a mom…I’m appalled at how a few of you are acting….ask yourself what it would be like to have to go to the coroners office to positively ID your loved one??? I have to get my children to bed!!

    I loved that street growing up, that street had the Wallaces, the Macabees, the KenzaIs, Crabtrees, can’t believe this. I would be beyond frustrated. Really feel like people that are not from the area have inserted themselves in local government and have pursued the “Awesome Town” agenda of packing in more and more house with no consideration of what makes SCV great, especially Newhall. Surprised that street does not have a small HOA to protect itself

    Our city council should be held responsible, looking back when this was ok’ed. And those involved should be in front of the people of Scv. She is right that this city is only concerned on the next faze of building. We have no water but they keep packing them in.

    • The city didn’t approve it; there’s nothing for the city to approve. It’s allowed by state law. (Which is why the writer says to contact your state lawmakers.) What’s not allowed currently is the code violations – syringes in the street, etc.

I read it I also know how hard it was for me to do something in this city for my business. I also know that city officials have more pull then you think of. Its like saying the city can’t do anything about panhandlers yes they can and its not only a city ordinance it’s the sheriff’s responsibility to correct it. Crime is on the rise in this town along with drugs homeless and beggars. It will only get worse if not addressed.

  15. I’m sorry to hear that you are being affected so negatively by the carelessness of those running the facility. We have fought drugs,drunks and the homeless sleeping on our property of our street for more than 30 years with it getting worse every year. We shouldn’t have to move or provide our private property to care for them. The city and state need to step up and take control of caring for the mentally ill and addicts that are destroying our neighborhoods.

    I love the people who bash us who want to live in a clean nice neighborhood. I lived in a couple real hell holes. I moved to SCV because it is for the most part clean and crime free, no place is perfect. Yes I know bad exists in the world I just don’t want it near me or my family. Call me a NIMBY call me anything you want but I will continue to live somewhere without these problems. I may have to spend a little more and move a couple times but its worth it. You may feel like a superior person because you surround yourself with the criminals and mentally ill, fine I will not fault you for that but let me live away from it.

    • We all want the best for our families but Unless u find a secluded Island 2 raise your children you and your family will be running forever because like u said NO PLACE IS PERFECT

    • There are better ways of life. Druggies, loafers, carelessness , and unsafe doesn’t have to be accepted as a way a life. Fight for good. Drug addicts do reduce the standard of living for everyone. They are a nuisance & annoying.

  21. This is a real eye opener! Thank you. I heard that near my home, they were planning a senior care home. I question that once in, they take in mentally ill people, drug problems etc, just like you’re dealing with. Where are the police, and other city officials? Are these going in in Valencia? I’ll bet not! I’m going to share this and I’ll ask other to pass it on too.this is like a cancer that can grow and spread. Money may be greasing some palms in high places to look the other way!     Ray Smith you are a funny man. First off I like many homeowners bought my house with certain expectations one being that the zoning laws apply to everyone. I certainly did not expect someone with dreams of making his first million by age thirty to open a business and cause me to lose equity. These place have little to no oversight they are not legally allowed to do anything medical so why hire an on call psychiatrist? As far as proof what do you want? The stashing of drugs was witnessed by another neighbor and my husband retrieved the drugs. We have cell phone footage of the man eating the plants and cursing. We have photographs of the syringes, the garrote that I forgot to mention. The minute this guy found out the license was on hand he kicked out the sober living residents with a week’s notice. This place is run like Morningside which is being sued for 10m because of someones son who died due to their incompetence.

  35. St. R. Reagan signed the bills that gave “Group Homes” the rights to plop down next door to anybody’s family home we have many here. Original homeowners here had many kids + didn’t fix them recovery homes came in and put 2ppl to a room with a “manager”. Lots of probems with some.

We got a fee for watering our plants in our neighborhood I think I have lots of plants because I have lots of kids 3.nature to me is super important but I’m getting tickets for watering plants and the city said its my neighbors complaining. The city is building a new town that’s why water is less for us and limitations high. I don’t know what to say when I see teens smoking weed In front of my home and there my neighbors don’t complain at all. Drugs are ok now this days and Nature is not I’m getting tickets for having a garden but this young people are just having a small joint right!!!! HOA also needs to check on what people is around our neighborhoods if they are doing a “job” do correctly I did pay my tickets and will keep on doing it just like I will keep callings the cops on drug abusers that mess up our children playground our World!!!

    The state allows halfway homes, sober living facilities, board and care homes, and other such establishments in single family home neighborhoods. If you want that to change, you need to contact your state assembly representative and state senator.

    I live in Canyon Country and there’s been a group home backing onto my driveway for several years. I have no complaints about the residents, they are quiet and keep to themselves. I can understand this lady’s frustration. However, if the state closes down these treatment facilities, then there needs to be some alternative site for Californians to get the help they need.

    We used to have state-run facilities for people with mental illness or substance abuse problems. They were called ‘asylums’. Governor Reagan made sure they were closed down and the residents of these facilities were told to avail themselves of “community based support”. Guess what? Tax cuts meant that the community clinics were closed down. People with serious mental illness and substance abuse issues were left with little to no help or support.

    I work downtown and it’s a rare day that I walk a block without running into someone who is mentally ill or panhandling for money to buy drugs. Thank you Ronnie Reagan for making sure there’s no place for these people to go to get help.
