Why would anyone approve spending nearly $10M on JOC data, technical specification, software, etc. Did LA County do its due diligence and seek alternative/equivalent solutions? Did the board honor its fiduciary responsibility? Perhaps, but it seems like a lot of money that could have been potentially better spent on actual construction. Maybe time for an independent audit?
